HomeMy WebLinkAboutREP PWC 082 06/16/1972 1969-1972 PUBLIC WORKS • COMMITTEE REPORT REPORT NO 82 Councilmen County of Hawaii Hilo, Hawaii • The following are the recommendations of the Public Works Committee which were considered at its meeting of June 16, 1972: COMMUNICATIONS No. 845.7: FLOOD INSURANCE (C-845.6/PWC-80) From Legislative Auditor dated May 15, 1972 submitting additional information to his previous report regarding eligible classes of property for flood insurance coverage. Informs that commercial properties are eligible to parti- cipate under the program titled, "Flood Insurance for General Property. " Receive and file. 1602.5: KALOKO MAUKA IMPROVEMENT DISTRICT #10 From Alan "Slim" Tyler, West Hawaii Chairman, Friends of the Earth, dated June 7, 1972, expressing his opposition to the Kaloko Mauka improvement district. He feels that the maintenance costs at Kaloko Mauka for roads, police protection, fire protection and schools will become a heavy burden on Big Isle taxpayers, especially after the first ten years , and for these reasons the Council should not okay this or any future speculative-type improvement districts in undeveloped areas. • Receive and file. No. 1 '1 Date: JUN 21 1972 • PWC-82 - 2 - June 16, 1972 ,&cNo. 1724.1: PAVING OF AINALAKO ROAD - ADDITIONAL FUNDS From Director of Finance dated June 2, 1972, recommending that the contract for the paving of Ainalako Road be awarded to the low bidder(Jas. W. Glover, Ltd. ) for $29,545.45. The sum of $25,000 was appropriated by Ordinance No. 447. Requests approval of the additional amount of $5,000 to be provided from Project Contingency (C-82000) so that the contract can be awarded. Approve request. ioe_ No. 1883.2: KAMEHAMEHA-WAIANUENUE AVENUE INTERSECTION (C-1883 & 1883.1/PWC-78) From Chief Engineer dated June 8, 1972, submitting a follow-up report on the subject matter. Approve proposed traffic pattern under Item 3 as submitted by the Chief Engineer. /. . No. 1969: EXEMPTION FOR PRE-CUT STEEL AGRICULTURAL BUILDINGS From Ronald Miyashiro, Miyashiro Poultry and Hog Farm, dated May 16, 1972, requesting consideration to exempt pre-cut steel agricultural building from having to obtain a structural engineer's stamp of approval. 1969.1: From Chief Engineer dated June 8, 1972, informing that the requirements for a Structural Engineer's approval for all buildings are part of the Hawaii Revised Statutes. The engineer who certifies the plans must be a registered-professional structural engineer in Hawaii. Receive and file, and transmit a copy of the Chief Engineer's letter to Mr. Miyashiro. • PWC-82 - 3 - June 16, 1972 Act, No. 2002: PROBLEM OF FISH WASTE AND ANIMAL CARCASS DISPOSAL AT THE NAPOOPOO RUBBISH DUMP IN KONA (Rec. 2/PWC-80) From Chief Engineer dated June 2, 1972, submitting a report on the subject problem. Receive and file, and request the Chief Engineer to do his best under the circumstances to take care of the problem. Oce. No. 2003: SCHEDULE OF RATES FOR RENTAL OF MOTOR POOL VEHICLES AND EQUIPMENT From Chief Engineer dated June 5, 1972, submitting for approval a proposed Schedule of Rates to be charged to departments for the use of vehicles, automotive equipment, machinery, implements or tools. Approve Schedule of Rates for rental of motor pool vehicles and equipment. No. 2004: PUNA ROAD IMPROVEMENTS (CM-214F - Meeting of Dec. 2, 1970) 1. To widen and pave the Kalapana Road going down to Kamaili. 2. To correct the blind curves by widening the road located at Opihikao near the Church, the inter- section of the coastal highway, and going up to Shigeura's Nut Farm. From Chief Engineer dated June 6, 1972, informing that the Puna District road crew has completed the work under R&M funds and will continue to make incremental improve- ments within available maintenance funds, as need arises. Receive and file. • • PWC-82 - 4 - June 16, 1972 4 Pet. 32: PETITION - REPAIR & MAINTENANCE OF KUAAINA ROAD, KURTISTOWN P Petition dated April 6, 1972 to repair and maintain Kuaaina Road that leads from the Volcano Main Highway 44 to Iwasaki and Happy Home from residents of Kurtistown, residing at Iwasaki Camp, Happy Home and surrounding neighboring areas. 32.1: From Chief Engineer dated May 31, 1972, informing that as the petition states , the road lies within properties owned by the Puna Sugar Co. , Ltd. , as far as available records show. In talking to old timers, they learned that there was a public school located in Happy Home Camp and was called "Happy Home School. " The school existed around 1908 to 1918 and consisted of grades primary, 1, 2 and 3. In checking with the Department of Education, Hawaii District, they were informed the available records show Kurtistown School history going back to 1923 at the present site. No record is available of any other location of the school. In light of the information received, recommend that the Council use its power authorized under Section 264-1, HRS, to claim ownership of the subject road as a County road and authorize its maintenance and repair. (Oppose: Mr. Souza) RECOMMENDATION • No. 1: AKOLEA ROAD - HAZARDOUS CONDITION Request the Public Works Department to look into the hazardous condition on both ends of Akolea Road in Piihonua.
