Ac_ a - 1620.2: From Richard Kamua, President of ILWU Unit 1113, Local 142, Hilo Motors, Ltd. , dated October 13, 1971, suggesting that if parking is eliminated on the makai side of Kilauea Avenue between 7 a.m. to 8 a.m. and 4 p.m. to 5 p.m. daily, that consideration be given to eliminating the parking meters on the one side of Kekuanaoa along the Hilo Motors Repair Shop. Receive and file. /,arc- 61 - 1620. 3: From Richard Mitsumori, Traffic Engineer, dated July 6, 1972, recommending that parking be eliminated on Kilauea Avenue between Kekuanaoa Street and Aupuni Street so that the four lanes on Kilauea Avenue can be fully utilized for moving traffic. Informs that all of the businesses and residences contacted along this section do not oppose the elimination of parking, except that certain businesses have requested that some type of limited parking be provided along Kilauea Avenue at the mauka-Puna side of the Mohouli intersections. No. ../X3 • Date: JUL 12 1972 r 111 PWC-83 - 2 - July 7, 1972 / - No. 1796.4: PARKING ON ALII DRIVE From Highway Safety Council dated June 19, 1972, informing that at their meeting of June 13, they unanimously concurred with the recommendations of the Chief Engineer and further recommended the permanent adoption of the two-hour parking limit for Alii Drive in Kailua-Kona from Palani Road to and including Reuben's Restaurant from 9:00 a.m. to 6:00 p.m. , except on Sundays and holidays. (The underscored portion is an added recommendation which was not included in the Chief Engineer's recommendation. ) Accept the recommendation to include, except on Sundays and holidays. No. 1854.3: PAPAIKOU SEWERAGE SYSTEM From Richard E. Marland, Interim Director, State Office of Environmental Quality Control, dated June 14, 1972, acknowledging receipt of Resolution 521 relating to Papaikou Sewerage System. Believes that this system should qualify for State and Federal aid if the plans are acceptable to the County Planning Department and the State Department of Heath and sees no reason why these conditions should not be easily met. No. 1937: BICYCLE SAFETY From Council Chairman Matayoshi dated May 3, 1972 transmitting for disposition, letters from various individuals and organizations (The Parents and Teachers of Henry Opukahaia School, Hilo Woman' s Club, Parent Teacher' s Guild) urging the Council to amend Ordinance 39 to make it mandatory for every person who rides a bicycle on a public road to have a bicycle operator's license. • • PWC-83 - 3 - July 7, 1972 Cont'd Comm. 1937.1: From Police Chief Fergerstrom dated May 18, 1972, informing that their recommendations as contained in C-1654.2 are now being implemented and it is too early to evaluate their effectiveness. Presently, they are not geared to accommodate the licensing of bicycle operators. The requirements as enacted will determine their needs for additional personnel, facility and fund. If licensing of bicycle operators is desired, requests that the matter be also referred to the Corporation Counsel for his study and recommendations. Receive and file. 1937.2: From Haruo Oda, Deputy Corporation Counsel, dated June 15, 1972, transmitting a copy of their answer to the Chief of Police regarding licensing of bicycle operators. /LC - 1937.3:: From Chief of Police dated June 16, 1972, informing that they concur with the findingsand recommendations of the Corporation Counsel's Office. Although the licensing of bicycle operators is not recommended at this time, informs that they will continue to promote bicycle safety in every opportune occasion. Accept the recommendations of the Corporation Counsel's office and send copies of Communications 1937.2 and 1937. 3 to the originators of this request and other concerned parties. (No. 1938.1: BICYCLE PATHS (C-1938/PWC-80) From Chief Engineer dated June 22, 1972, submitting a report on bicycle path designation on Kamehameha Avenue. Receive and file. L ® • PWC-83 - 4 - July 7, 1972 No. 2023: NO PARKING ON THE MAUKA SIDE OF ANELA STREET From Highway Safety Council dated June 8, 1972, recommending amendment to Ordinance 39 to prohibit parking along the mauka side of Anela Street between Kawailani and Puainako Streets due to traffic hazards caised by parked vehicles. Accept the recommendation and refer to the Corporation Counsel to prepare the proper amendment. ji,.L,_, C1,- No. 2024: CONTRACTUAL SERVICE FOR EQUIPMENT From Chief Engineer dated June 19, 1972, requesting Council approval to permit the Department of Public Works to engage contractual equipment services within the range of $4,000 and $15,000 without calling for formal bids , as provided under Section 103-23, HRS, to facilitate early clean up and restoration of services after heavy rainfall or other unforeseen conditions. Approve the request of the Chief Engineer. cccNo. 2030: NO PARKING ZONE ON AUPUNI STREET From Highway Safety Council dated June 19, 1972, recommending amendment to Ordinance 39 to prohibit parking around the horizontal curve of Aupuni Street on the mauka-Hamakua (Kaiko'o Mall) side to increase sight distance which enhances vehicular and pedestrian safety. Accept the recommendation and refer to the Corporation Counsel to prepare the proper amendment. • • • PWC-83 - 5 - July 7, 1972 ,& -No. 2031: FOUR-WAY STOP INTERSECTION FOR THE HUALALAI-ULULANI STREET INTERSECTION From Highway Safety Council dated June 19, 1972, recommending amendment to Ordinance 39 to create a four-way stop intersection at the Hualalai-Ululani Street intersection to enhance safety and reduce the number of accidents at the intersection. Accept the recommendation and refer to the Corporation Counsel to prepare the proper amendment. Lum dated July 6, 1972, transmitting a resolution approving the Agreements of Indemnity entered into with Hilo Electric Light Company and Hawaiian Telephone. Approve and recommend adoption of Resolution 538. Pet. 18.10: IMPROVEMENT DISTRICT NO. 9 - WATERLINE FOR CAPT. COOK HEIGHTS SUBDIVISION From Walter C. Bento for the Director of Finance dated July 6, 1972, submitting a resolution authorizing the sale of improvement district bonds for $20,989.20. Approve and recommend adoption of Resolution 537. Bill 896: PARKING ON ALII DRIVE (C-1796.3/PWC-81) (REVISED) An ordinance to (1) repeal Ordinance No. 454, which amended Section 17-7 (Time-Limit Parking Zones ) of Ordinance No. 39 (Traffic Code) , and (2) amend Section 17-7 of Ordinance No. 39, as amended. Reduced Speed Limit of 25 mph on Hale Nani Street and Hale Nani Place 5. No-Parking Zone on the Hamakua Side of Kaiwiki Road in Kaiwiki Camp 6. Parking Control in the Vicinity of Hilo High School. on Waianuenue Avenue and in the Unloading Area An ordinance amending section of Ordinance No. 39. (Intr. Bill 898: AMENDMENTS TO TRAFFIC CODE (C-1968/PWC-81) Bus Stops on Mohouli Street at Kapiolani School, Waianuenue Avenue at Hilo High School, Hualalai Street at St. Joseph's Elementary School An ordinance to establish (1) passenger loading and unloading zones; and (2) other vehicles not to be parked, stopped or permitted to stand in bus stops within the County of Hawaii, by amending Ordinance No. 39, as amended. (Intr. By: Mrs. Yadao) Approve and recommend passage on first reading. RECOMMENDATION No. 1: Request the Chief Engineer to present to the Council a criteria for bicycle pathways along County roads.
