The following are the recommendations of the Public Works
Committee which were considered at its meeting of August 7, 1972:
COMMUNICATIONS
&2- No. 1878.2: AKAKA FALLS ROAD, PROJECT NO. 220A-02-72
From Mayor Kimura dated July 28, 1972 , transmitting
a letter from Dr. Fujio Matsuda, requesting that the
right of entry for construction of Akaka Falls Road
be granted to the State, and also encloses for
processing the Quitclaim Deed conveying Parcels 3
and 4-B to the State of Hawaii.
The Corporation Counsel' s Office has been assigned
to review and submit an appropriate recommendation.
Approve the Quitclaim Deed subject
to the approval of the Corporation
Counsel.
c-No. 2067: KONA SHOPPING CENTER - PALANI & KUAKINI HIGHWAY
LANIHAU 1st & KEAHUOLU, NORTH KONA (TMK: 7-5-05: 3)
From Chief Engineer dated July 19, 1972, recommending
that the request of the developer of the Kona Shopping
Center be granted to reroute the existing sewer force
main at their expense and grant the new easement in
favor of the County.
Accept the Chief Engineer' s
recommendation and approve
the request.

ki nd_ No. 2071: TRAFFIC PROBLEMS ON HAILI STREET
From Highway Safety Council dated July 17, 1972,
transmitting a report submitted by the Traffic Engineer
in consideration of traffic problems on Haili Street.
The Highway Safety Council has approved his recommendations
and requests that the following amendments be made to
Ordinance No. 39:
1. The following items be added to subsection(b)3 of
Section 17-8, No-Parking Zones:
"_The Hamakua side of Haili Street between
Kinoole Street and Kapiolani Street.
"_The Puna side of Haili Street from Kapiolani
Street and extending 100 feet in the makai
direction. "
2. The following new item be added to subsection(b)3 of
Section 19-1, Parking Meter Zones:
" The Puna side of Haili Street between Kinoole
Street and Ululani Street. "
3. Item a) of subsection(c) 3 of Section 17-7, Time
Limit Parking Zones , be amended to read as follows:
"a) Haili Street, from Kinoole Street to
Kapiolani Street. "
Approve the request and refer to the
Corporation Counsel to prepare the

4C,-No. 2080: PETTY CASH FUND - PUBLIC WORKS DEPARTMENT
From Director of Finance dated August 2, 1972,
informing that the Kona office of the Public Works
Department will be issuing building permits and a
petty cash fund needs to be established for change
and other purposes. Recommends passage of the
attached bill to create a petty cash fund in the
amount of $50.00 for the Kona office.

recommend passage of Bill 914
on first reading.
'Pet. 36: NICHOLAS ROAD (TMK: 1-8-02)
Petition delegating Mary C. Torres to present to the
Council in their behalf, that Nicholas Road once a
part of the Old Volcano Road belongs to the government
and not to Puna Sugar Company.
From Chief Engineer dated July 25, 1972 , informing that
there are no records available showing that Nichols: :
Road is a government homestead road.
Receive and file and send a
copy of Pet. 36.1 to
Mrs. Mary Torres.

Request the Chief Engineer to look into the problem of
Mr. Manuel Britto, 754 Wainaku Avenue, of people using
the trench in front of his home as a rubbish dump and

4, 4, No. 2: IMPROVEMENT DISTRICT - ROAD BACK OF HILO MOTORS
Request the Chief Engineer to look into the possibility
of creating an:_,3 I.D. on the road back of Hilo Motors
