HomeMy WebLinkAboutREP PWC 087 09/08/1972 1969-1972 F ` • PUBLIC WORKS COMMITTEE REPORT REPORT NO 87 Councilmen County of Hawaii Hilo, Hawaii The following are the recommendations of the Public Works Committee which were considered at its meeting of September 8, 1972: COMMUNICATIONS ,L.-(2- No. 1133.17: IMPROVEMENT DISTRICT NO. 11 - CONSTRUCTION BID From Chief Engineer Edward Harada dated August 28, 1972, requesting authorization to bid advertise for construction of offsite water system for Improvement District No. 11, Discovery Harbour Subdivision and Adjacent Lands, by adopting Resolution 550. Approve and recommend adoption of Resolution 550. (Oppose: Mr. Greenwell) Acc, C- No. 2079: ABANDONED VEHICLES From Henry K. Boshard, Chairman of the West Hawaii Committee, dated July 26, 1972, requesting that the problem of abandoned vehicles on our public highways be resolved. 079.1: From Chief Engineer Harada dated August 29, 1972, submitting his comments. Receive and file, and inform writer that the County is trying to resolve the problem of abandoned vehicles. Report No. 87 ADOPTED: S eptember 13, 1972 File No. e" M. B. Paul, Deputy Chief of Police, dated August 16, 1972, enclosing copy of opinion from the Corporation Counsel regarding the adequacy and enforceability of the litter laws. Recommends that an ordinance be adopted which would permit the issuance of a citation rather than the bodily arrest now required for litter violations. Approve and recommend passage of Bill 919 on first reading. 2,_,C-No. 2102: MAILE STREET IN PAHALA - NO PARKING ZONE From Philip D. Hooton, Chairman of the Highway Safety Council, dated August 22, 1972 , recommending the designation of a "No Parking" zone along the makai side of Maile Street in Pahala to improve sight distance for exiting vehicles from the sugar mill. Accept recommendation and refer to the Corporation Counsel to prepare the proper amendment. <4e,- 94'//' /{-t. e_ No. 2111: KONA PALISADES , UNITS I AND II - DEDICATION DEED From Corporation Counsel Clifford H. F. Lum dated September 6, 1972, transmitting for acceptance the dedication deed for the above subdivision. Informs that the Public Works Department has recommended acceptance: Accept dedication deed. 111 PWC-87 - 3 - September 8, 1972 Pet. 35: IMPROVEMENT DISTRICT - MOIRTON CAMP ROADWAY From owners and occupants of Moirton Camp, Papaikou, requesting the creation of an improvement district • to improve the existing roadway within the Camp. 35.1: From Chief Engineer Harada dated August 28, 1972, submitting background information on the roads in Moirton Camp and informing of the problems which may be posed. Request the Chief Engineer to work with the Planning Director and the Corporation Counsel to assist the petitioners in every way possible to create an improvement district for the Moirton Camp roadway. Bill 918: AMENDMENTS TO ORDINANCE NO. 39 (TRAFFIC CODE) (C-1620. 3/PWC-83 , C-2023/PWC-83 , C-2030/PWC-83, C-2031/PWC-83) Amends Sections 17-8 , 17-7, 19-1, 9-3 and 9-1 of Ordinance No. 39 (Traffic Code) : (Intr. By: Mrs. Yadao) Approve and recommend passage on first reading. RECOMMENDATIONS: : , ,6,No. 1: ABANDONED VEHICLES Refer the problem of abandoned vehicles to the Corporation Counsel to draw up a draft of a legislative bill incorporating the following proposals for the Council' s consideration: 1. The reduction of the waiting day period from twenty (20) days to seven ( 7) days; and 2.
