The following are the recommendations of the Public Works
Committee which were considered at its meeting of September 21, 1972:
COMMUNICATIONS •
No. 1604.9: IMPROVEMENT DISTRICT - KAUILA STREET SEWERS
From Chief Engineer dated September 19 , 1972 ,
submitting for consideration and adoption a
resolution creating, defining and establishing
the Kauila Street Sewer Improvement District
and directing the Chief Engineer to prepare
the final report.
Approve and recommend adoption
of Resolution 556.

Hawaii, Inc. , dated September 14, 1972 , requesting
permission to close Keawe Street on October 6, 1972,
from 6: 00 p.m. to 10: 00 p.m. for their Hoolaulea
during Aloha Week.
Approve request and notify the
Police Department of the action.

From Chief Engineer dated September 14, 1972,
informing that the approximate cost estimate to
improve the road located in the back of Hilo
Motors within the existing forty foot right-of-
way is $362 ,000 which includes concrete curb
and gutters , land acquisition to realign the
road at the Kilauea Avenue end to coincide with
Mohouli Street, underground drainage and utility
system and waterline.
Because of existing buildings being so close to •
the existing road right-of-way, a minimum standard
fifty foot right-of-way cannot be obtained without
incurring a high expense of demolishing, renovating
or relocation of the buildings. It is likely that
a variance from the present standard is necessary.
Request the Chief Engineer to inform
the property owners of the proposed
assessment and to conduct a poll on
whether they would like to initiate an
improvement district in their area.
(Mr. Yamada declared a
conflict of interest and
abstained from voting. )
Bill 924: AMENDMENT TO TRAFFIC CODE
(TRAFFIC PROBLEMS ON Ii BILI STREET - C-2071/PWC-85)
Amending Section 17-8, No Parking Zones , of
Ordinance No. 39 (Traffic Code) .

Amending Section 9-3 .of Ordinance No. 39, designating
. Nene Street as a through street.

on first reading.
RECOMMENDATIONS
No. 1: CLOSING OF OLD CITY OF REFUGE ROAD FOR RODEO
Close the Old City of Refuge Road for a rodeo
sponsored by the Kona-Kau Roping and Polo Club
on October 14 and 15, 1972, and the Kona Police
Department be notified of the action.

No. 2: PUNA DISTRICT CONCERNS
Refer to the Chief Engineer the following matters -
Puna district concerns , as presented by
Mr. Henry Kawaihae:
a. Status of the appropriation (Approximately
$5,000) to pave the road leading to Isaac
Hale Park.
b. Bad condition of the shoulders of the coastal
road from the Pohoiki junction of Kaimu Beach.
c. Unsightly condition of the rubbish dump near Kaimu.
