The following are the recommendations of the Public Works
Committee which were considered at its meeting of October 6, 1972:
COMMUNICATIONS
'Comm. 1037.3 : SOUTH KULANI ROAD
From F. A. Wellington, Secretary, Board of Directors,
Hawaiian Fern Acres Improvement Association, dated
September 22, 1972, thanking the Council for the
improvement and black topping of South Kulani Road :

Comm. 2116 : OFFER TO PURCHASE RIGHT-OF-WAY - PATRICK FIGUEIRA
From Patrick Figueira, dated September $, 1972,
offering to purchase from the County the excessive
amount of right-of-way into his property at
96 Kulana Road, Hilo.
- 2116 .1: From Chief Engineer dated September 2$, 1972,
submitting a report on the subject request.
Recommends that Mr. Figueira inquire at the State
Highways Division regarding the purchasing of the
slope easement as the title of the easement is
with them. Should the State grant the request and
require the County's concurrence, the County can
quitclaim its interest for the approximate 7,000
square area subject to the purchaser agreeing to
maintain existing 11 :1 road embankment slope of
the road prism:

Comm. 2122: DRAINAGE PROBLEMS IN KONA (M-325)
From Chas L. Schuster, District Engineer, State
Highways Division, dated September 12, 1972,
reporting on Motion 325 regarding drainage problems
in Kona.

informing that their department and other govern-
mental agencies are working with the Kona Soil and
Water Conservation District flood control committee
in setting up priorities for the numerous drainage
projects in conjunction with the Planning Department 's
master drainage study completed under the DHUD "701"
program:

Resolution 563 authorizing the Corporation Counsel
to initiate proceedings in Eminent Domain to
acquire the necessary lands for the subject project :

Resolution 563 on first reading.

Au. Comm. 2133 : WAIOHINU DRAINAGE CHANNEL
From Director of Finance dated September 2$,. 1972,
requesting an additional $275,000 ($215,635.55 for
construction, $50,000 for land acquisition, and
$9, 364.45 for contingency) so that the contract
can be awarded for the subject project . Recommends
that the $275,000 be borrowed from C-22102, Wailuku-
Alenaio Watershed Project, and that borrowed funds
be restored in the next CIP:

KALOKO MAUKA SUBDIVISION, NORTH KONA
Resolution of the Council of the County of Hawaii
declaring its intention to sell bonds of the County
for Improvement District No. 10, in the amount of
not to exceed $4, 200,000, fixing time and place for
taking bids and directing publication of notice
inviting bids:

$4, 200,000 par value improvement district bonds
for Improvement District No. 10, and providing
for receipt of tenders for purchase of said
bonds until 10:00 a.m. tt November $, 1972:

ORDINANCE
Bill 932: TEMPORARY MAINTENANCE OF PRIVATE ROADS
An ordinance relating to the temporary maintenance
of private roads by the County of Hawaii.

on first reading.
RECOMMENDATION
A &.No. 1: TRAFFIC CONCERNS - HILO COLLEGE
Request the Chief Engineer to look into the need of
establishing a crosswalk on Lanikaula Street in front
of the Hilo College and also reducing the speed limit
