Johnson, Standard Oil Company of California, dated June 1, 1972, requesting sign variances for fifteen individual signs at fifteen individual sites within the County of Hawaii. Informs that the new design "Hallmark" identifi- cation sign is 9. 2 square feet in area on each face and is part of a worldwide sign program begun by their company to develop one corporate trademark, also the signs they propose to install are the smallest sign available in their inventory. ,&u e.- 2053. 1: From Chief Engineer dated October 10, 1972, concurring with the Planning Department' s recommendation to approve the granting of the variance. Hooton, Chairman, Highway Safety Council, dated October 4, 1972 , informing that the majority of the members present at their September 12 meeting felt the speed limit in residential districts as defined in Ordinance No. 39 be 25 mph. Mr. Richard Mitsumori, Traffic Engineer, has done considerable research on the specifics of the problem and would like to discuss it at the Committee' s convenience. (Oppose: Mr. Hisaoka) Pet. 28. 2: MAINTENANCE OF ROAD A WHICH ADJOINS HAWAIIAN ACRES SUBDIVISION AT KEAAU, PUNA(TMK: 1-6-13 & 54) From Sunao Kido, Chairman and Member, Board of Land and Natural Resources, dated September 19, 1972 , informing that the State does not have monies at the present time to undertake the maintenance of the subject road, and that they would have no objections should the Hawaiian Acres Community Association or the County of Hawaii desire to construct the road and maintain same, but prior to such work requests that formal written request be made with their office. Recommends that it be referred back to Hawaiian Acres Community Association to work with the State Land Management Division for private road maintenance on the level of their existing private subdivision roads. Informs that before any improvement of the old Volcano Trail is to be under- taken by the County, it appears that the subdivision roads should be brought up to County standards, possibly through improvement district procedure of Ordinance No. 350, as amended, by the residents and property owners of the subdivision: Accept recommendation of the Chief Engineer and inform the petitioners of the action. 411 PWC-90 - 5 - October 20, 1972 4�ve, Pet. 38: PARADISE DRIVE, PUNA Residents of Paradise Drive requesting "urgent attention to the deplorable hazard to health on account of dust, that exists from the heavy traffic on the main road of the County approved subdivision, called Hawaiian Paradise Park Subdivision. " Refer to the Corporation Counsel, Chief Engineer and Planning Director for a determination of what the County' s obligations are. Transmit a copy of the petition to the Department of Health to see whether they might be able to require the developer to alleviate the health hazard there and request the Mayor to check into and use his emergency powers to assist wherever possible. Bill 932: TEMPORARY REPAIR OF CERTAIN ROADS (Amended) An ordinance providing for the temporary repair of certain roads for the purpose of alleviating road conditions which severely endanger the public health, safety and welfare. Bill 933: IMPROVEMENT DISTRICT NO. 10 KALOKO MAUKA SUBDIVISION, NORTH KONA Amends Ordinance No. 524, relating to Improvement District No. 10, North Kona. (Intr. By: Mrs. Yadao) Approve and recommend adoption on second and final reading. (Oppose: Mr. Greenwell) PWC -90 - 6 - October 20, 1972 RECOMMENDATIONS ,do -R. No. 1: PALANI ROAD OVERPASS OR UNDERPASS TO KEALAKEHE SCHOOL Request the Chief Engineer to make a study and submit a recommendation and cost estimate for the creation of an overpass or underpass on Pblani Road at the junction of Kealakehe School and Palani Road. Recommend that the Chief Engineer work together with the developer of Queen Liliuokalani Village. (Greenwell/Carpenter) No. 2: A,,C No. 3: KOLEKOLE PARK IMPROVEMENTS Request the Chief Engineer to look into the following at Kolekole Park: 1. Installation of a street light and sign at the entrance to the park (old Mamalahoa Highway). 2. Widening of the road at the entrance to improve visibility.
