The following are the recommendations of the Public Works
Committee which were considered at its meeting of November 3, 1972:
COMMUNICATIONS
c_ No. 1000. 1: FEDERAL ASSISTANCE FOR BASIC WATER AND SEWER GRANTS
HILO SEWERAGE SYSTEM, PHASE III-A
From Chief Engineer dated October 30, 1972, submitting
for consideration and adoption: (1) Resolution 574
authorizing the Mayor to sign in the name of the County
such application forms and other documents which may
be necessary for construction grant benefits from
the appropriate Federal agency for the Hilo Sewerage
System, Phase III-A, and designating the Chief Engineer
as the authorized representative to whom communications
should be sent; and (2) Resolution 575 assuring that
the County will provide satisfactory assurances of
compliance with the Uniform Relocation Assistance and
Real Property Acquisition Policies Act of 1970, P. L.
91-646.
Approve and recommend adoption of
Resolutions 574 and 575.
e..No. 1029. 3: LEFT TURN RESTRICTION AT KEAWE-KALAKAUA INTERSECTION
From Philip D. Hooton, Chairman, Highway Safety
Council, dated October 11, 1972, informing that
to ease the conflict and difficulty encountered at
the intersection of Kalakaua and Keawe Streets, they
voted to repeal the present ordinance banning left
turns from all approaches during the peak hours and
to ban the turn from Keawe Street heading towards
Puna and turning left in the makai direction onto
Kalakaua Street between 9: 00 a.m. and 5: 00 p.m. ,
except on Sundays and holidays, as recommended by
the Police Department and the Traffic Engineer.

No. 1029. 3: Requests that Item d of subsection (b)1 of Section 8-7,
Prohibited Left and Right Turns, Ordinance No. 39,
be amended.
Approve the recommendation and refer
to the Corporation Counsel to prepare
the proper amendment.
42e, 0- No. 2158: PUNA DISTRICT CONCERNS 'Rec. 2/PWC-88)
From Chief Engineer dated October 19, 1972,
submitting a status report on the following:
a. Isaac Hale Park Appropriation - $4,000 to pave
the road leading into the park was not included
in CIP budget.
b. Shoulder of Coastal Road from Pohoiki Junction
to Kaimu Beach - Puna road crew has done work on
the shoulder improvement within the last month.
Working toward a meeting with Bishop Estate on
possible road realignment further inland on section
of the road in Kauea near Opihikao which is
susceptible to erosive wave action.
c. Rubbish Dump Near Kaimu - Puna road crew will
schedule pushing of the material monthly, or
earlier as demand warrants. In long range plan,
this site is proposed to be a solid waste transfer
station with hauling of rubbish to Hilo.

From Philip D. Hooton, Chairman, Highway Safety
Council, dated October 18, 1972, recommending
amendments to Ordinance No. 39 as follows:
(1) No parking along the south side of Kinue Road

(2) No parking on the pavement on Road F.
The streets are within the J. M. Tanaka Subdivision
in Kealakekua, South Kona.
Approve the recommendation and refer
to the Corporation Counsel to prepare
the proper amendment.
�No. 2162: STREET LIGHT REQUESTS
(1) /Rec. 2/PWC-86 - Papaikou
(2) "Rec. 4/PWC-86 - Hilo
(3) "Rec. 5/PWC-86 - Laupahoehoe
From Chief Engineer dated October 24, 1972, submitting
a report on the following:
(1) Papaikou Street Lights - HELCO has been authorized
by their Oct. 12 letter to install four 175-watt
mercury street lights on Roads A and B of the
Onomea Ballpark Subdivision fronting the Papaikou
Gym Clubhouse.
(2) Hilo Street Lights - The Kekuanaoa-Kanoelehua
intersection is under the State Highways Division' s
jurisdiction. The State is planning to widen
Kanoelehua Avenue, at which time street lights
will be provided.
(3) Laupahoehoe Street Lights - HELCO has been
authorized by their Oct. 12 letter to install
four 175-watt mercury street lights at the
new Laupahoehoe Subdivision.

O.,- No. 2163 : TRAFFIC CONCERNS - HILO COLLEGE (1tec. 1/PWC-89)
From Chief Engineer dated October 24, 1972, submitting
a report on a study made in regard to the following
requests received from Dr. Charles Neff, Provost,
Hilo College:
1. A marked midblock crosswalk on Lanikaula Street
between Hilo College and the YMCA-not recommended
for reasons cited in the report.

No. 2163 : 2. That the curb between Hilo College's driveways be
painted yellow - painting not warranted since no
violations were noted between the driveways . Will
relocate existing "No Parking" signs so that they
are more visible from the street.
3. Anti speed bumps on Lanikaula - construction of
"anti-speed bumps" or "dips" on public streets
and highways opposed. A request to lower the
speed limit to 25 miles per hour on Lanikaula
Street and Kumukoa Street from Kilauea Avenue to
Mohouli Street will be initiated.
Informs that the traffic report has been discussed with
Dr. Neff and that they will continue to survey this
area for=further evaluation of the traffic conditions .
Accept the report of the Chief Engineer
and transmit a copy to Dr. Charles Neff,
Provost of Hilo College.
C?- No. 2164: SIDEWALK SALE - HILO SWIMMING CLUB
From Council Chairman Matayoshi dated October 26, 1972,
submitting for favorable action a request from the Hilo
Swimming Club to conduct a sidewalk sale on November 11
and 18 and December 9 and 16, 1972 at the following
corners : Ponahawai-Kilauea, Mamo-Keawe, Kamehameha-Mamo,
Haili-Keawe, and Haili-Kamehameha.
Approve the request and notify
the Police Department.
Lech- No. 2171: ADDITION TO CAPT. COOK STATION
From Mayor Kimura dated October 26, 1972, informing
of their plans to build an addition to the existing
police building at Captain Cook which is acutely
short of storage and office space. In order to do
this , detailed plans and specifications should be
prepared so that construction funds can be included
in the next CIP. Submits for consideration Bill 943
to create the new project and appropriate $9,000 for
plans.
Approve and recommend passage of
Bill 943 on first reading.

4 (L- No. 2172 : REFLECTORS ON MAIN HIGHWAYS
From Councilman Carpenter dated November 1, 1972,
submitting for information and appropriate action
a letter from members of the United Jr. YBA of
Hawaii recommending that reflectors should be
installed on all main highways on the Big Island
and also on streets that are frequently used by
motorists, especially on Kamehameha and Kilauea
Avenues . They feel that reflectors are more realistic
and cheaper to install than more street lights .
Support the recommendation and refer
to the Chief Engineer and the State
Highways Division for their concurrence.
Bill 941: AMENDMENT TO TRAFFIC ORDINANCE
NO PARKING ZONE - MAILE STREET IN PAHALA(C-2102/PWC-87)
An Ordinance Amending Section 17-8(b)4, No Parking
Zones , Kau, of Ordinance No. 39 (Traffic Code) ,
Revised Ordinances of the County of Hawaii, As Amended.
Approve and recommend passage
on first reading.
RECOMMENDATIONS

Request the Chief Engineer to look into the need of a
street light on Kahaopea Street, between Kilauea
and Kinoole streets.

Request the Chief Engineer to make a study and
submit a recommendation and cost estimate for
the creation of an overpass or underpass on Palani
Road at the junction of Kealakehe School and Palani
Road. Recommend that the Chief Engineer work together

We recently received a request from the County Council's Public Works
Committee to look into the possibility of making the following improvements
at the Hawaii Belt Road entrance to Kolekole Park:
1. Installation of street light and sign.
2. . Widening of llamalahoa Highway to include lowering of the masonry stonewall
on its Hamakua side to improve sight distance.

Since these improvements' would involve.wdrk within the' State's right=-of--way, we
request your comaients concerning these. improvements.
