The following are the recommendations of the Public Works
Committee which were considered at its meeting of November 21, 1972:
COMMUNICATIONS
(`- No. 1909.2: VOLCANO ROAD, FAP NO. F-011-2(10)
29 to 26 MILE POST
From Dr. Fujio Matsuda, Director, State Department
of Transportation, dated October 10, 1972, trans-
mitting for approval and execution the following:
1. Quitclaim Deed wherein the County of Hawaii quit-
claims to the State of Hawaii all of its right,
title and interest in and to that certain land
and premises designated as Parcel 138, bearing
TMK: 1-1-14-Road, situated at Keaau, Puna, for
the construction of the subject project.
2. Petition for Subdivision of Lot 2267 as shown
on Map 48, Land Court Application 1053 (Amended)
into Lots 2267-A and 2267-B.
Approve and authorize execution
of the documents.
ITo. 2156: PUNA - SOLID WASTE DISPOSAL PLAN OR TRANSFER STATIONS
From Ephraim Hanohano, President, Big Island Papaya
Grower' s Association, dated October 11, 1972,
requesting a status report and timetable on:
1) the development of the Puna transfer station,
2) the closing of the Kapoho rubbish dump,
3) the development of an interim dump site.

November 16, 1972, submitting for information a
copy of the Mayor' s reply to Mr. Ephraim Hanohano,
President of the Big Island Papaya Growers '
Association.
- 2156.2: Copy of a letter to the Dept. of Public Works from
Mr. Ephraim Hanohano regarding the closing of the
present Kapoho rubbish dump.
Receive and file. Refer to the
administration to expedite their
requests and to keep Mr. Hanohano
and the Council informed of
developments.
"No. 2167: REQUEST FOR RESURFACING OF NANIAKEA STREET
From Mrs. Laura Y. Chock dated October 26, 1972,
requesting that serious consideration be given in
resurfacing Naniakea Street. Feels that resurfacing
their street will, in a long run, save the County the
high cost of labor and material as the County crew
have been filling the numerous holes after every
rainfall for the past three years.
X-Ec !- 2167.1: From Chief Engineer dated November 9, 1972, informing
that Naniakea Street is 1,800 feet long and the
existing 16-foot pavement is in very poor condition.
Their cost estimate to resurface and dress the
shoulders with top soil is $7, 500.
Refer to the Chief Engineer for a
recommendation on the funding. /SEc
L c•-No. 2176: ABANDONED VEHICLES ('Rec. 1/PWC-87)
From Haruo Oda, Deputy Corporation Counsel, dated
October 31, 1972 , submitting as requested a bill
for an act relating to abandoned vehicles in the
custody of the counties.
Refer to the Legislative Committee
of the new County Council.

4 - No. 2182: REQUEST FOR DRIVEWAY VARIANCE
HILO COLLEGE STUDENT HOUSING
From Chief Engineer dated November 6, 1972,
submitting for consideration and adoption
Resolution 582 for a driveway variance for the
Hilo College Student Housing on Kawili Street.
The request has been reviewed and approved by
their department and the Planning Department.
Approve and recommend adoption
of Resolution 582.
e- No. 2183: DRIVEWAY VARIANCE FOR NORTH KOHALA CIVIC CENTER
From Chief Engineer dated November 6, 1972,
submitting for consideration and adoption Resolution
583 for a driveway variance for the joint State-
County North Kohala Civic Center. The request
has been reviewed and approved by the Planning
Department.
Approve and recommend adoption
of Resolution 583.
1 - No. 2186: STREET LIGHT REQUEST - KONA
From Councilman Carpenter dated November 20, 1972,
requesting the installation of a street light on
Pole #27 at the intersection of Kuakini and Puuloa
in Kona at the Telephone Exchange Building intersection.
Approve request and refer to the
Public Works Department.
C - No® 2187: STREET LIGHT REQUESTS - KAU
From Councilman Carpenter dated November 20, 1972,
requesting the installation of mercury vapor street
lighting on poles located on Mamalahoa Highway in
Naalehu and Waiohinu as per attached list of pole
numbers.
Refer to the Public Works Department
for recommendation and installation.

,4 Pet. 38.1: PARADISE DRIVE, PUNA (Pet. 38/PWC-90)
From James M. Nakahara, Chief Sanitarian, Hawaii
District, Dept. of Health, dated November 9, 1972,
informing that uncontrolled emission of solid
airborne particulate matter, like dust, can result
in a violation of Chapter 43, Air Pollution Control,
Public Health Regulations of the Department of
Health.
Receive and file; and transmit copies
of the communication to the petitioners
and to Mr. Watumull.
RECOMMENDATION
Aa/ .No. 1: DEFERRED AND PENDING MATTERS - PUBLIC WORKS COMMITTEE
Recommend that a11:.deferred and pending matters in
Public Works Committee be referred to the appropriate
committee of the new County Council.

Re: Deferred and Pending Matters Public Works Committee
At its meeting held today, the Hawaii County Council adopted
its Public Works Committee's recommendation that all deferred
and pending matters in the Public Works Committee be referred
to the appropriate committeeof the new County Council.
