The following are the recommendations of the Committee on Public Service
which were considered at its meeting of January 5 , 1977 :
COMMUNICATIONS
No. 1998: SECURITY IN COUNTY PARKS, VANDALISM
From Councilman Kawahara, dated August 30 , 1976, informing
that there is a costly and disgraceful vandalism going on
in many county parks and feels that steps must be taken
to protect public property from these heavy and costly
losses.

No. 2: SUPPORT OF HONOLULU SYMPHONY
From Dr. and Mrs. Richard Adler dated November 15 , 1976
urging the Council to set aside a yearly grant to bring
the Honolulu Symphony to Hawaii.

�No. 3 : SUPPORT OF HONOLULU SYMPHONY
From Verna Post, President, Hawaii Concert Society, dated
November 26, 1976 informing of successful appearance of
the Honolulu Symphony in schools, youth concerts, and an
evening performance at Hilo College auditorium on November
9-10; and hopes that the enthusiasm of this year can be
repeated another season when, hopefully, the Symphony will
again visit the Island of Hawaii.

No. 27: EMERGENCY CALL BOXES (C-2107)
From Mayor Herbert T. Matayoshi dated December 14, 1976
responding to C-2107 requesting an evaluation and report
regarding the installation of emergency call boxes along
certain remote areas of our highways and beach parks not
serviced by public telephones.

14o. 36: PEDESTRIAN SAFETY ZONES (C-1997 , 1997.1)
From Mayor Herbert T. Matayoshi dated December 15 , 1976
informing that the request to reconsider pedestrian safety
zones in the Kainaliu area has been referred to the
Department of Public Works for reconsideration and
consultation with the Kainaliu Businessmen Association.

c_ No. 38: DOWNTOWN HILO - ONE-WAY TRAFFIC CIRCULATION PATTERN

From Mino Shintani, Traffic Committee Chairman, Hilo
Downtown Improvement Association, dated December 20 , 1976
reporting on their study in regard to Ordinance 142.
Informs two surveys were conducted and in general, the survey
result favor the-one-way pattern by 70. 2 percent and 29.8
percent against; and requests that the present one-way
traffic pattern be made permanent and improvements be made
to obtain a better traffic flow.
Recommend that the present one-way
circulation pattern be retained
until final implementation of the
Hilo Downtown Development Plan.
4„„e,- No. 43 : PROPOSED ORDINANCES REPEALING ARTICLES 3, 5 and 6 of
(Bill Nos. CHAPTER 4, HAWAII COUNTY CODE
270, 271, From Mayor Herbert T. Matayoshi dated December 20 , 1976
272) transmitting proposed ordinances repealing Articles 3 , 5
and 6 of Chapter 4, Hawaii County Code. Informs after
consulting with the heads of the various County and
State Departments, the Family Court and the Chamber of
Commerce, he has concluded that these ordinances are
obsolete; therefore, asks repeal of such ordinances to
modernize the County Code.
Approve and recommend passage
of Bill Nos. 270 , 271 and 272
on first reading.

No. 50 : NEW EMPHASIS IN RECREATION (C-1443)
From Parks and Recreation Director Milton T. Hakoda dated
December 21, 1976 responding to Councilman Kawahara' s
communication relating to new emphasis in recreation.

Motion 4: ENFORCEMENT OF 'CAMPING PERMIT RESTRICTIONS AT SPENCER PARK
. Refer to the Committee on Public Services for examination
and report, Councilman Sameshima' s concerns regarding the
enforcement of the camping -permit restrictions at Spencer Park.
