The following are the recommendations of the Committee on Public Service .
which were considered at its meeting of February 2, 1977 :
COMMUNICATIONS
No. 72 : DONATION OF TIKI
From Mayor Herbert T. Matayoshi , dated January 6, 1977
acceptance of the offer
recommending by the management
of the' RoY al Kalani Hotel to donate to the County, the
huge wooden tiki standing on its premises. The offer is
contingent on the County' s removal of the tiki within
two weeks.
From Tony Taniguchi, President, Hilo Downtown Improvement
Association, dated January 20 , 1977 requesting that the
tiki be put downtown and suggests placement at the triangle
at Mamo and Keawe-Kilauea. Feels that the tiki would be
an appropriate symbol to identify the town of Hilo.
Receive and file; and recommend
Hilo Downtown Improvement Association
pursue offer of tiki with the
Royal Kalani Hotel.
ka,C_ No. 99 : PARK DEVELOPMENT - HAWAIIAN PARADISE PARK SUBDIVISION, PUNA
From Mayor Herbert T. Matayoshi dated January 17, 1977
informing that the County owns an oceanside parcel in the
subject subdivision that is heavily used by fishermen and
picnickers. The Department of Parks and Recreation has
plans to put in minimum improvements to accommodate the
users; however, since the department does not have funds
earmarked for this project, requests appropriation of
$13,000 to cover the cost of construction of a toilet
facility with cesspool and a picnic pavilion.

INo. 108 : PARK DEVELOPMENT - HAWAIIAN PARADISE PARK SUBDIVISION, PUNA
From Alma L. Prigmore, Parks Chairman, Paradise Park Hui
Hanalike, dated January 21 , 1977, informing that the 4.5-acre
County Park in Hawaiian Paradise Park is slowly being developed
wi th the assistance of their association; and requests approval
of $13 ,000 for improvements to the park.

ORDINANCES
Bill No. 275 : TRAFFIC CODE AMENDMENT (C-8/PSC-1).
Amends Article 15 of Chapter 6 (Traffic Code) , by establishing
No Parking zones for streets within Kawaihae Village in
South Kohala.

Approve and recommend
passage on first reading.
Bill No. 276: TRAFFIC CODE AMENDMENT (C-2106/RTC-80)
Amends Article 16, Section 1B , Schedule 13 of Chapter 6
(Traffic Code) , by establishing a passenger loading zone
on Kaohe Homestead Road, adjacent to the Pahoa School
Gymnasium.

passage on first reading.

administration for study and report' on cost of conversion and
recommendation on adequacy of pavement and other problems of
traffic control in the area.
