Boshard dated February 11, 1977 pointing out the problems of littering by drinkers in Kailua Village and requests some measure of relief. 156.1 : From Mayor Herbert T. Matayoshi dated March 16, 1977, responding to C-156. Receive and file; and transmit copy of Mayor ' s response to Rev. Boshard. 176: AMENDMENT TO TRAFFIC CODE From District Engineer Chas L. Schuster, Department of 661 Transportation, Highways Division, dated February 15, 1977, requesting amendment to the Traffic Code to eliminate three, forty-five miles per hour speed zones along the Hawaii Belt Road at Wainaku, Hakalau and Papaaloa where the sugar processing mills have been closed. Approve request to amend Traffic Code to eliminate 45 mph speed zones along Hawaii Belt Road at Wainaku and Papaaloa (Hakalau excluded) and refer to Corporation Counsel to prepare proper amendment. No. 216: SMOKING - HILO CIVIC AUDITORIUM From Michie M. Kuwaye strongly urging the Council to pass an ordinance to restrict smoking to one side of the Civic Auditorium to enable smokers and mn-smokers to enjoy the programs. Also suggests another alternative which is to ban smoking in the Civic and allowing only in the lobby and restroom areas. Concur with suggestion and refer to Corporation Counsel to draft appropriate bill for an ordinance to prohibit smoking in the Hilo Civic Auditorium, except in the lobby and restroom areas. �No. 236: BIKEWAY PLAN From Acting Planning Director Sidney Fuke dated March 16, 1977 informing that they are nearing completion of a draft bikeway plan for the County and a draft pilot project for the city ofsHilo; intends to have the official draft for public review and comment before the end of April. Hearings will be conducted to gather comments which will be incorporated within the plan and submitted to the Council. Also informs that jogging interests have been incorporated into the conceptual scheme where the bikeways are off-street and for recreational purposes. Receive and file. 411 PSC-8 - 3 - April 6, 1977 4CC"C- No. 237 : AMENDMENT TO TRAFFIC CODE From Chief Engineer Edward Harada dated March 17, 1977 requesting amendment to the traffic code to restrict parking on the mauka side of Kuakini highway, between Palani Road and the Old Kona Airport to keep motorists from blocking the recently constructed bikeway on Kuakini Highway. Approve request and refer to Corporation Counsel to prepare proper amendment. No. 239 : HAPUNA BEACH STATE PARK From Councilman Joseph R. Garcia, Jr. ,dated March 21, 1977 enclosing copy of letter he received from Joseph M. Souza, Jr. , State Park Administrator, State Department of Land and Natural Resources, relative to beach safety and parking problems "at Hapuna Beach State Park. Receive and file. C No. 240 : _ RODEO SITE FOR HONOKAA From Steve Mochida, President, Honokaa Business Association, dated March 18, 1977 informing that their association went' on record supporting the Hamakua Saddle Club in their desire to have the County purchase the former rodeo arena and requests assistance from the Council on this project. Request Corporation Counsel to prepare appropriate resolution to authorize administration to proceed with acquisition of property for the Honokaa Rodeo arena and refer said resolution to Finance Committee. 16„ c... No. 245 : AMENDMENT TO TRAFFIC CODE From Chief Engineer Edward Harada dated March 23, 1977 recommending amendment to the traffic code to reduce the speed limit of the Old Volcano Road from 45 mph to 35 mph as it now functions as a major local street. Accept recommendation and refer to Corporation Counsel to prepare proper amendment. • 11. PSC-8 - 4 - April 6, 1977 ORDINANCES Bill No. 293 : TRAFFIC CODE AMENDMENT (C-142/PSC-5) Amends Chapter 6 (Traffic Code) , Article 4, Hawaii County Code 1975 , as amended, by assigning vehicular right-of-way along the Waipio Valley Road. (Intr. by: Mr. Fujii) Approve and recommend passage on first reading. Bill No. 295 : FIREWORKS CONTROL ORDINANCE AMENDMENT (C-146/PSC-5) Amends Chapter 3, Article 3 , Hawaii County Code 1975 , as amended, relating to fireworks control.
