The following are the recommendations of the Committee on Public Service
which were considered at its meeting of May 18, 1977 :
COMMUNICATIONS
/No. 133: FUNDING - ALCOHOLISM PREVENTION
From the Board of Directors, Big Island Council on
Alcoholism, dated January 28, 1977, urging the Council
to consider the proposal that partial funding for
alcoholism prevention, education, treatment and
rehabilitation programs be provided a ten percent
increase levied on Department of Liquor Control revenues.
This procedure would produce $24,000 annual income to
guarantee the continuity and growth of their agency
devoted to this most neglected of public health problems.
133.1: From Andrew C. Levin dated February 23, 1977 supporting
the request by the Big Island Council on Alcoholism that
the County provide partial funding for alcoholism
treatment through an increase in liquor-related taxes.
133. 2 : From Hideo Kuniyoshi , Director, Department of Liquor Control,
dated March 14, 1977 informing that the Liquor Commission
deferred for further study C-133 pending the outcome of
H. B. 310 which proposes to set aside 5 percent of the
State liquor tax for alcoholism treatment. Recommendations
will be submitted at a later date.
133. 3 : From Bill McGee, Executive Director, Big Island Council
on Alcoholism, dated April 12, 1977, transmitting for
information a pamphlet which has much pertinence to the
situation in Hawaii County and lack of a comprehensive
community program for alcoholics.
133.4: From Hideo Kuniyoshi, Director, Department of Liquor Control,
dated May 3, 1977 informing that the 1977 State Legislature
appropriated $540 ,000 for alcoholism programs for private
and quasi-public agencies, and recommends that the Council
inform Big Island Council on Alcoholism to submit its
request for funding to the proper State agency.

No. 158: CAMPING - COUNTY PARKS
From Councilman Joseph R. Garcia, Jr. , dated
February 14, 1977, submitting for information copy
of his letter to Deputy Corporation Counsel Earl Nakasato
regarding illegal camping by transients at Spencer Beach Park.
"158.1 : From Councilman Joseph R. Garcia, Jr. , dated May 10 , 1977,
submitting copy of letter he received from Chief of Police Paul
indicating that progress is being made to correct the problem
of illegal camping at Spencer Park.

/No. 161: ANIMAL CONTROL COMMISSION
From M. Maebo Van Hove dated February 19, 1977 urging
establishment of an Animal Control Commission to look
into cost, funding, results, etc. , of existing spay-neuter
clinics and present a program suited for the community.
/u (7.. 161.1 : From Mayor Herbert T. Matayoshi, dated May 2 , 1977,
informing that the cost of establishing and maintaining
an ad hoc animal control advisory commission is estimated
to be about $1,500, mostly for mileage and meal reimbursements.

No. 202 : WATER VICTOR BASEBALL COMPLEX
From Council Chairman Harvey S. Tajiri dated March 7, 1977,
informing that with three baseball diamonds being used
simultaneously at times, the danger of errant throws or
fly balls might result in injury to unsuspecting players
in the adjacent fields. Requests committee pursue this
with the Parks & Recreation Department to inquire if this
danger really exists and if so, what steps at what cost
could be implemented to correct the situation.

dated May 5 , 1977, commenting on C-202.

'No. 236.1 : BIKEWAY PLAN
From Planning Director Sidney Fuke dated May 4, 1977
transmitting copies of the draft Bikeway Plan for the
County of Hawaii. Informs they have released copies
of the plan for public review and will be conducting
public informational meetings through the Planning
Commission either in June or July. After the draft plan
has been revised and adopted by the Commission, a final
plan will be forwarded for appropriate action.

"No. 267: ARSON CONTROL GUIDE
From Councilwoman Merle K. Lai dated April 14, 1977
submitting for comments and recommendations, an "Arson
Control Guide" in hopes of reducing the life and property
loss by destructive fires on this island.
267.1 : From Deputy Corporation Counsel Earl T. Nakasato, dated
May 2, 1977 , responding to Item 6 of the "Arson Control
Guide".

'No. 270.6: NO SMOKING BILL
From Jerry Rothstein dated May 10, 1977, opposing suggested
amendments to Bill 298 that would allow smoking at "private"
functions held at enclosed public places; and urges that
the bill be left as is so that it may apply without exception.

No. 301: AMENDMENTS TO TRAFFIC CODE
From Chief Engineer Edward Harada dated April 28, 1977,
recommending amendment to the Traffic Code to establish
a 40 mph speed limit for the main road through Leilani Estates
Subdivision, unofficially called Leilani Estates Avenue.
Accept recommendation and
refer to Corporation Counsel
to prepare proper amendment.

(1_ No. 307 : LIGHTING - KAILUA PIER
From Councilman William S. Kawahara dated May 4, 1977,
attaching a statement from Jack Rehberger and a letter
from Jim Craft which he feels justifies his previous
requests for better lighting within Kailua, especially
the pier area. Informs there has been in the past
record incidences of drinking, fights, and other problems
on the pier. Recommends that the Council seek concurrent
assistance from the County Administration and the State
Department of Transportation for better lighting and
more frequent police patrols of that area.

utilize antirecession funds allocated
for West Hawaii Bicentennial celebration
to assist in providing better lighting
in Kailua.
No. 311: RENTAL OF PANAEWA RACE TRACK AND STALLS
From Ron McGeary and Earl Serrao, Big Island Equine
Association, dated May 5, 1977, informing that they have
been negotiating with Parks and Recreation to lease the
Panaewa Race Track and its facilities in 1978 on a trial
period of two years, with a renewal option of five years,
based on conditions as listed.

comments and recommendations.
"'No. 316: HILO MUNICIPAL GOLF COURSE
From Councilman Joseph R. Garcia, Jr. , dated May 9 , 1977,
informing he has received numerouscomplaints regarding the
Hilo Municipal Golf Course and has called it to the
Mayor' s attention as per the attached letter; seeks support
of his recommendation to the Mayor.

Pet. 3 : MOTORCYCLE RACING FACILITY
Petition dated March 23, 1977, requesting the County of Hawaii
to make public land available for a motorcycle park or to
provide such land to the Big Island Motorcycle Association,Inc.
a non-profit corporation organized under the laws of the
State of Hawaii.

Res. 94: RODEO SITE FOR HONOKAA (C-240/PSC-8)
Authorizes the County Administration to proceed with
acquisition of the Honokaa Rodeo Arena.

ORDINANCES
Bill 298: PROHIBITION OF SMOKING AND CARRYING OF LIGHTED OBJECTS
(Revised) IN CERTAIN AREAS
Amends Chapter 3, Article 2, Hawaii County Code, by
adding a new section relating to prohibition of smoking
and the carrying of lighted objects in certain areas.

Approve and recommend adoption
on second and final reading.
Bill 309 : AMENDMENT TO TRAFFIC CODE (C-176/PSC-8)
Amends Chapter 6 (Traffic Code) , Article 8, Section 5 ,
Hawaii County Code, 1975, as amended, by eliminating
45 mph speed zone on Hawaii Belt Road, from a point
500 feet Hamakua of the Wainaku cut-off road to Kanoe Street.

on first reading.
Bill 310 : AMENDMENT TO TRAFFIC CODE (C-237/PSC-8)
Amends Chapter 6 (Traffic Code) , Article 15 , Section 8,
Hawaii County Code 1975 , as amended, by adding Kuakini
Highway, mauka side, between Palani Road and the Old Kona
Airport as a no-parking zone.

Bill 311 : AMENDMENT TO TRAFFIC CODE (C-245/PSC-8)
Amends Chapter 6 (Traffic Code) , Article 8, Section 5 ,
Hawaii County Code 1975 , as amended, by reducing the speed
limit of the Old Volcano Road from 45 mph to 35 mph.
