The following are the recommendations of the Committee on Public Service
which were considered at its meeting of June 1 , 1977 :
COMMUNICATIONS
/No. 133.5 : FUNDING - ALCOHOLISM PREVENTION
From Bill McGee, Executive Director, Big Island Council on
Alcoholism, dated May 12, 1977, enclosing correspondence
regarding two other funding sources approached by BICA, and
a letter from Mr. Kuniyoshi indicating that a decision to
fund BICA programs with revenues from the Department of
Liquor Control must be made by the County Council or the
Mayor' s Office. Requests financial assistance from the
County and lists reasons for the request.

Igo. 203: UTILIZING OBSOLETE & UNUSED CONSTRUCTION TYPE EQUIPMENT
IN COUNTY PARKS
From Council Chairman Harvey S. Tajiri dated March 7, 1977
requesting the Committee to pursue with the Parks and
Recreation Department, the possibility of utilizing obsolete
and unused construction type equipment, such as caterpillars,
fire trucks or the like as playground paraphernalia in
various parks around this island.

No. 266: GEOTHERMAL WELL TESTING
Copy of letter to Mayor Matayoshi from Council Chairman
Harvey S. Tajiri dated April 7, 1977 requesting a status
report and the Department of Health' s results of their
monitoring program of the geothermal project in Puna.

submitting for information a report from the Chief Sanitarian
Hawaii District, on the Hawaii Geothermal Project complaints
concerning drinking water from rain catchment systems and
monitoring air pollution emissions in the Puna District.

and Development dated May 11 , 1977, responding to C-266.

'No. 294: POSITION - LAUPAHOEHOE POLICE DEPARTMENT
Copy of letter to Mayor Matayoshi from Frederick Toledo,
President, North Hilo Community Council, dated April 25 , 1977
asking assignment of an additional patrolman' s position in
the Laupahoehoe district to be able to maintain 24-hour
police coverage.

submitting copy of his response to Mr. Frederick Toledo.

responding to concerns of the golf course.

'No. 325 : SENATE CONCURRENT RESOLUTION NO. 93
From Seichi Hirai , Clerk of the Senate, dated April 26, 1977,
transmitting copy of Senate Concurrent Resolution No. 93 ,
requesting that all agencies of government providing programs
with health and safety components as part of their services
to the public be urged to emphasize health education, good
health maintenance, and preventive aspects of medicine.

'No. 326 : HOUSE RESOLUTION NO. 625
From George M. Takane, Clerk, House of Representatives,
dated April 27, 1977 , transmitting copy of House Resolution
No. 625 , requesting the Department of Education to work
with the respective County Police Departments to provide
police assistance for Junior Police Officers at schools
experiencing difficult traffic problems.

/No. 327 : HOUSE RESOLUTION NO. 626
From George M. Takane, Clerk, House of Representatives,
dated April 26 , 1977, transmitting copy of House Resolution
No. 626 requesting the County Councils to direct their
attention to the problem of traffic safety standards of
schools.

No. 328: BIG ISLAND TOUR BIKE RACE
From Mayor Herbert T. Matayoshi, dated May 6, 1977, informing
that Mr. Carlos Rivas of Waikoloa and Mr. Jeff Roake of
Mid Pacific Bike Repair have scheduled "The Great Waikoloa
Bike Race--A Tour of the Big Island-Hawaii, U. S. A. " for
July 8, 9 , and 10 , 1977. Request Council approve closing
both lanes of Banyan Drive and Lihiwai Street on Friday,
July 8, 1977, from 3 :30 p.m. to 6 :00 p.m. for the running
of the 40-lap criterium in the Big Island Tour Bike Race.
Approve request with the exception that
only one lane on Banyan Drive be closed.
e -No. 348 : APPOINTMENT - COUNTY VETERAN' S CEMETERY COMMITTEE
From Mayor Herbert T. Matayoshi , dated May 20, 1977,
submitting for confirmation the appointment of
Lt. Thomas E. Bennett, USN (Ret. ) to the County Veteran' s
Cemetery Committee for a two-year term ending July 1 , 1979.
Recommend confirmation.
4, No. 349 : SIDEWALK SALE
From Ted Sasamura, President, Japanese Chamber of Commerce
and Industry of Hawaii dated May 20, 1977, seeking approval
to hold a Sidewalk Sale on July 22 and 23, 1977 in Hilo
sponsored by the Japanese Chamber of Commerce and Industry
of Hawaii.
Approve request.
