The following are the recommendations of the Committee on Public Service
which were considered at its meeting of June 15 , 1977 :
COMMUNICATIONS
No. 269 : GUIDELINES FOR COUNTY DUPLICATING EQUIPMENT, RELATED MATERIAL
AND PERSONNEL (C-1971)
From Deputy Corporation Counsel Earl T. Nakasato, dated
April 11, 1977, informing that there is a provision in
Chapter 2, Article 8, Section 7, Hawaii County Code 1975 ,
as amended, relating to public property and equipment.
Because of this code provision, asks whether or not the
Council wants guidelines on the subject matter or perhaps
to amend the code by making it more specific.

submitting comments and recommendations on C-269.
Accept recommendations of County Clerk
and refer to Corporation Counsel to
prepare proper amendments to Hawaii
County Code.
/No. 311.1 : RENTAL OF PANAEWA RACETRACK AND STALLS
From Mayor Herbert T. Matayoshi , dated May 26, 1977,
informing they are in the process of reviewing the
proposal submitted by Ron McGeary of the Big Island
Equine Association and will submit their comments upon
completion of their review.

No. 383 : ALTERNATIVE SCHOOL PROGRAM
From Parents of children who have attended the Alternative
School , soliciting help to secure funds to make the program
at Hilo High School a permanent one.
Recommend Council support alternative
school program and refer to administration
to consider request for utilization of
County facilities to continue the program.

to. 388 : SISTER CITY PROGRAM
From Mayor Herbert T. Matayoshi dated June 3, 1977, submitting
a communication from Sister Cities International inviting
the County to consider a sister city relationship with
Victoria, Seychelles.

Pet. 4: SMOKING IN PUBLIC PLACES
Petition asking immediate steps be taken to ban smoking in
public places, and on all types of public transportation in
the County of Hawaii.
