The following are the recommendations of the Committee on Public Service
which were considered at its meeting of July 6 , 1977

-No. 135.4: BAKER' S BEACH
From Planning Director Sidney Fuke dated June 28, 1977
submitting comments on Mrs. Helene Hale' s presentation
on the acquisition of Baker' s Beach (CM-8) .

No. 155.1 : TRAFFIC CODE AMENDMENT
(Bill 319) From Deputy Corporation Counsel Earl T. Nakasato dated
June 15 , 1977 informing that the speed limit for
Kalapana Beach Road was inadvertently placed in the 35 mph
category (Ordinance 273) and submits a bill to amend
Section 3 or Ordinance 273 to place the road in the 30 mph
category.
Approve and recommend passage of
Bill 319 on first reading.
C'- No. 311. 2 : RENTAL OF PANAEWA RACE TRACK AND STALLS
From Mayor Herbert T. Matayoshi , dated June 22, 1977
submitting comments and recommendations regarding the
Big Island Equine Association's proposal. States that
on the basis of the proposal as submitted, it would
seem inadvisable to accept the offer at the present time.
Accept recommendation of Mayor
and decline Big Island Equine
Association' s proposal to lease
the Panaewa Race Track and facilities.

for information a statistical summary, Fatal Accidents, State
of Hawaii , 1976.

�r + No. 397 : AMENDMENT TO TRAFFIC CODE
From Chas L. Schuster, District Engineer, Department of
Transportation, dated June 7, 1977, informing that with the
anticipated completion of the Kanoelehua Avenue inbound
lanes in the near future, requests amendments to the traffic
code to bring the code into consonance with prohibited and
permitted movements , listing streets and avenues to be amended.
Approve request and refer to
Corporation Counsel to prepare
proper amendments.
,, No. 401 : AMENDMENTS TO TRAFFIC CODE
From Chief Engineer Edward Harada dated June 13, 1977
requesting that the Traffic Code be amended to eliminate
the bus stop on the Puna side of Pauahi Street and to
establish no-parking zone on Pauahi Street, Puna Side,
mauka of Aupuni Street to improve the stopping sight
distance at the intersection. The loss of the three
parking stalls between Aupuni Street and the Kaiko' o Mall
driveway will be offset by a gain of seven stalls in the
area of the eliminated bus stops.
Approve request and refer to
Corporation Counsel to prepare
proper amendments.
/cc 0, - No. 410 : AMENDMENT TO TRAFFIC CODE
From Chief Engineer Edward Harada dated June 20 , 1977 requesting
that Chapter 6 (Traffic Code) of the Hawaii County Code be
amended by adding a temporary speed limit of 20 mph for the
section of the Hawaii Belt Road included with the project
limits of the County' s C.I .P. project entitled, "Kahuku towards
Kona Highway Improvement, Priority No. 6" , in the district of
Kau. The high speed of vehicles traveling through this
construction zone is a hazard to the workers and highway users
and is also damaging portions of the pavement structure.
Approve request and refer to
Corporation Counsel to prepare
proper amendments.

�No. 411.1 : RULES RELATING TO ALL COUNTY SWIMMING POOL COMPLEXES
From Councilman James L. K. Dahlberg, dated June 16, 1977
enclosing copies of the letters from Douglas M. Carr to
Mayor Herbert Matayoshi dated June 9 and his letter to the
Mayor dated June 16 regarding Rule 5.

ORDINANCE
Bill 318 : TRAFFIC CODE AMENDMENT (C-272/PSC-10)
Amends Chapter 6, Article 8, Section 5 , Hawaii County Code 1975 ,
by adding 35 mph speed limit for Ka' Imi Nani Street to be in
conformance with other streets which are also functionally
classified as collector streets.
