The following are the recommendations of the Committee on Public Service
which were considered at its meeting of July 22, 1977:
COMMUNICATIONS
'No. 135 .5 : BAKER' S BEACH ACQUISITION
Copy of letter to Sidney Fuke, Planning Director, from
Helene Hale, Principal Broker, Hawaii Isle Realty, Ltd. ,
dated July 1, 1977 requesting clarification on whether
the Waltons can rebuild on their property at Baker' s Beach
without a rezoning change as indicated from the
Planning Director' s letter.

No. 176. 7: AMENDMENT TO TRAFFIC CODE
From Jay A. Serain, Chairman, North Hilo Traffic Safety
Committee, dated April 26, 1977, urging that the speed
limit on Hawaii Belt Road not be raised in the Papaaloa
area, but that the 45 mph be extended on the Hamakua side
to include the intersection which leads to Laupahoehoe
School.
'176.8 : From Chief Engineer Edward Harada dated June 30, 1977
informing that the State Highways Division has conducted
studies in regard to speed zones and suggests that the
Committee contact Mr. Schuster directly for the results
and conclusions of their studies.

307.1: KAILUA-KONA STREET LIGHT (C-307/PSC-11)
From Mayor Herbert T. Matayoshi dated July 1, 1977
informing that the installation of two street lights
in Kailua-Kona were completed on June 30 , 1977.

'No. 308 : QUEEN' S CANOE FESTIVAL
From Berlon "Robbie" Roberts, Co-Chairman, Queen' s Canoe
Festival, dated May 5, 1977 enclosing signatures from the
local business community who are in accord with creating
a Queen' s Canoe Festival. Seeks Council ' s approval in
closing off sections of Alii Drive in Kailua Village to
set up activities to augment their daily events during
the week of August 29 - September 4, 1977.
308.1 : From Councilman Kawahara dated May 6, 1977 stating it is
his opinion that the setting up of food and beer stands on
off-street areas and wide sidewalk areas may be permitted, bui
feels that such activities shouldn ' t be allowed on the
actual roadway to block and impede the free flow of traffic
movement.
`308. 2 : From Robbie Roberts, Treasurer, Queen' s Canoe Festival,
dated June 28, 1977, enclosing a map of Kailua which shows
the areas which could be closed off for the festival.
Informs they have left the various sections open to
facilitate the business establishments that require the
movement of vehicles in and out of their place of
business; other short distances could be opened to
accommodate the churches.
Refer to County Council for action
at August 3rd meeting with respect
to closing of portions of Alii Drive
during the week of August 29 - September 4, 1977.
"No. 404. 2: NOISE CONTROL PROGRAM
Copy of letter to Councilwoman Merle K. Lai from
Dr. F. Michael Irvin, Staff Psychiatrist, Hawaii County
Mental Health Center, Hilo Counseling Center, dated
July 5 , 1977 supporting her efforts to decrease air
traffic directly over Hilo and expresses his concerns
about the effects of noise pollution.
° 404. 3 : Copy of letter to Councilwoman Merle K. Lai from
E. Alvey Wright, Director, Department of Transportation
dated July 8, 1977 responding to her letter of June 29 , 1977
regarding information on specific steps that will be taken
by his office to reduce aircraft noise at General Lyman
Field, and advises that careful zoning is the only
foreseeable alternative to costly runway construction
or relocation of the airport.

PSC-15 - 3 - July 22, 1977
/L.t. C No. 427 : AMENDMENTS TO TRAFFIC CODE
From Chief Engineer Edward Harada dated July 1, 1977
requesting the following amendments to Chapter 6
(Traffic Code) , Hawaii County Code:
1. Add items to Schedule 12 (No Parking Zone) :
a. Kaumana Drive, Puna side, beginning at Punahele
Street and extending 125 feet in the makai
direction (to provide minimum stopping site
distance at intersection of Kaumana Drive and
Punahele Street) .
b. Keaau Civic Center Road, Puna side ( to prevent
parked cars along roadway from restricting movement
of police vehicles).
2. Add Hualalai Street, Puna side, to Schedule 13
(Passenger-Loading Zone) to eliminate conflicting
items in Schedules 13 and 15 of Traffic Code.
3. Add Hualalai Street, Puna side, to Schedule 15
(Bus Stop) to eliminate conflicting items in Schedules
13 and 15.
Approve request and refer to Corporation Counsel
to prepare proper amendments.
/,� ' No. 440 : HONOLULU SYMPHONY ORCHESTRA
From Catharine L. Hite, Director of Operations, the
Honolulu Symphony Society, dated July 12, 1977 informing
that Mr. Robert C. Bickley, . General Manager , and
Carson Magill, Director of Development, Honolulu Symphony
Society, will be in Kona on July 22 and asks to meet with
the Public Services Committee at that time.
Receive and file; and refer verbal
testimony of Catharine Hite and
Robert Bickley to administration for
comments and recommendations.
'No. 444: PROPOSED REVISION OF PUBLIC HEALTH REGULATIONS CHAPTER 28,
AIR CONDITIONING AND VENTILATION DY THE ADVISORY COMMITTEE
From Dr. James S. Kumagai, Deputy Director of Environmental
Programs, State Department of Health, dated July 15 , 1977
informing they are revising the Public Health Regulations,
Chapter 28, air conditioning and ventilation, and asks for
comments from the Public and State and County agencies on
the revisions before July 31, 1977. Informs there will be
a public informational meeting on August 9 , 1977 at
3 : 30 p.m. at the State Capitol Auditorium with all
interested parties and a formal public hearing is tentative
tentatively scheduled for September 16, 1977 when finalized
revisions will again be discussed.

, x< r'- No. 445 : CHEW CHEW CABOOSE - VENDING CONCESSION
Copy of letter to Mayor Herbert T. Matayoshi from
Kenneth A. Raupp dated July 15 , 1977 offering to pay a
rental fee of $150.00 upon agreement to operate a mobile
vending concession at the Panaewa Zoo for a trial period
of 90 days. States upon ccanpletion of the 90-day period
he is willing to submit a sealed bid to continue to
operate the lease concession in accordance with County
specifications.
