The following are the recommendations of the Committee on Public Service
which were considered at its meeting of August 3 , 1977 :
COMMUNICATIONS
vNo. 135.6: BAKER'S BEACH ACQUISITION
Copy of letter to Ms. Helene Hale, Hawaii Island Realty,
Ltd. , from Planning Director Sidney Fuke, dated
July 12, 1977 responding to her letter of July 1, 1977,
clarifying the "nonconforming" provision of the Zoning Code
with regard to the Waltons rebuilding on their property
at Baker' s Beach.

'No. 404.4: NOISE CONTROL PROGRAM
From Councilwoman Merle K. Lai dated July 22, 1977,
submitting letters from Hawaii Congressional Delegates
regarding aircraft noise pollution at General Lyman Field.
404.5 : Letter to Councilwoman Lai from Commander D. Luehring,
U. S. Navy dated July 26 , 1977 assuring that all Naval
aircraft operating from NAS Barbers Point have been
instructed to comply with applicable rules, regulations
and other pertinent documents; and informs all pilots
have been advised to comply with the State Department
of Transportation advisory letter of July 6, 1977 on
noise sensitive areas and the need to follow recommended
traffic patterns.
404.6 : Letter to Councilwoman Lai from Mayor Norman M. Gunther,
U. S. Air Force, dated July 27, 1977, informing they
have eliminated all non-essential flights to Hilo and
assures that when the Air Force uses General Lyman Field,
the flight pattern prescribed by the FAA control tower
will be followed.

Igo. 440.1 : HONOLULU SYMPHONY
From A. Van Horn Diamond, Executive Secretary-Treasurer,
Hawaii State Federation of Labor, AFL-CIO, dated
July 22, 1977 supporting the Honolulu Symphony programs
on the Island of Hawaii, provided there are sufficient
funds to do so.

ORDINANCE
Bill 326 : AMENDMENT TO NO-SMOKING ORDINANCE
Amends Chapter 3, Article 2, Hawaii County Code 1975 ,
restricting smoking in mass transportation busses which
provide to the public general or special service on a
regular and continuing basis.
