HomeMy WebLinkAboutREP PSC 017 08/17/1977 1976-1980 COMMITTEE ON PUBLIC SERVICE REPORT No. 17 Chairman and Members of the Hawaii County Council Hilo, Hawaii The following are the recommendations of the Committee on Public Service which were considered at its meeting of August 17, 1977 : COMMUNICATIONS 'No. 301.1 : AMENDMENTS TO TRAFFIC CODE (C-301/PSC-11) From Robert J. Santos, Chairman, Highway Safety Council, dated June 22, 1977 recommending that the speed limit for Leilani Estates Avenue in Puna be set at 45 mph instead of the 40 mph recommended by the Traffic Engineer unless there are specific criteria to show that it should be reduced to 35 mph. 301. 2: From Chief Engineer Edward Harada dated August 9 , 1977 informing the Department of Public Works has no objections to the proposal of a 45 mph speed limit for Leilani Estates Avenue. Recommend the following: 1. Rescind action taken on C-301/PSC-11. 2. Establish speed limit for Leilani Estates Avenue at 35 mph. 3. Refer to Corporation Counsel to prepare proper amendment to Traffic Code. No. 463 : TRAFFIC PROBLEM - INTERSECTION OF WAIKOLOA ROAD AND PANIOLO DRIVE From Councilman Muneo Sameshima dated July 28, 1977, trans- mitting copy of letter franthe Association of Apartment Owners, Waikoloa Village Condominium, dated July 25, 1977 requesting corrective action at the intersection of Waikoloa Road and Paniolo Drive in South Kohala, due to speeding in the area which has increased the hazard for residents approaching the intersection. Matayoshi dated August 1, 1977 transmitting for filing, the 1976-77 Annual Report of the Hawaii Island Humane Society. Receive and file. No. 465 : AMENDMENTS TO TRAFFIC CODE From Chief Engineer Edward Harada dated August 1, 1977 requesting the following amendments to Chapter 6 (Traffic Code) , Hawaii County Code: 1. Amend Item No. 45 , Schedule 12 (No Parking Zones) - "On the makai side of the Old Mamalahoa Highway in Papaikou, from a point 220 ft. Hamakua of Anderton Camp Road to the entrance of Kalanianaole School. " 2. Amend Item No. 2 - Schedule 8 (Safety Zones) - "On the makai side of the Old Mamalahoa Highway in Papaikou, from a point 220 ft. Hamakua of Anderton Camp Road to the entrance of Kalanianaole School. " These amendments are necessary to keep vehicles from parking or driving through the pedestrian walkway that extends from the Mauna Kea Sugar Company Office to Kalanianaole School. Approve request and refer to Corporation Counsel to prepare proper amendments. L,; ;?- No. 470 : AMENDMENTS TO TRAFFIC CODE From Chief Engineer Edward Harada dated August 3 , 1977 requesting amendment to Chapter 6, (Traffic Code) , Hawaii County Code, by adding a temporary 20 mph speed limit for the section of the Hawaii Belt Road included within the project limits of the County' s project entitled "Waimea, Belt Highway Resurfacing - Mud Lane to Puu Nani Street" in South Koh ala. This temporary speed limit is requested due to the complicated nature of the project, which is expected to be completed in May, 1978 and for the safety of the general public. The Chief of Police has been requested to authorize a 20 mph speed limit for this section for a 90-day period effective August 8, 1977.
