Deleon, Legislative Assistant to U. S. Senator Daniel K. Inouye, dated August 11, 1977, transmitting a copy of the Federal Aviation Administration' s response of August 5, 1977, to the Senator' s recent inquiry on Miss Lai' s behalf. 404. 8: From Councilwoman Merle K. Lai dated August 17, 1977 , transmitting for information, letters from U. S. Senator Spark Matsunaga and from the Federal Aviation Administration regarding her concern on the noise abatement problem. Receive and file. 'No. 440. 2 : HONOLULU SYMPHONY ORCHESTRA (C-440/PSC-15) From Mayor Herbert T. Matayoshi dated August 23, 1977, informing of meeting held with representatives of the Honolulu Symphony to discuss proposed tour; since Department of Parks and Recreation is in no position to underwrite cost of tour, one of the alternatives being explored is sponsorship of tour by civic organizations; will keep Council informed of progress. Matayoshi dated August 12, 19/ /, transmitting, as requested, a copy of his reply to Mr. Kenneth A. Raupp regarding the vending unit, Chew Chew Caboose. Receive and file. 'ara•a sate. August 15, 1977, informing that they concur with the itemized recom- mendations of the State Department of Transportation regarding improvements to the subject intersection. Recommends implementation of three movement prohibitions, as listed in the communication, as soon as practicable and utilization of previously authorized Hilo Downtown Improvement funds to undertake design of the traffic signals - estimated cost, $12,000. If the recom- mendations are approved by the Council, they will proceed to coordinate with the State to implement their proposed plans. Accept recommendations of Chief Engineer. 'No. 485 : TENNIS COURTS USER FEE From Andrew C. Levin, Attorney At Law, dated August 12, 1977, urging the Council not to impose any fee for the use of the indoor tennis courts at Hoolulu Park and asks the Parks and Recreation Depart- ment be required to provide justification before any user fee is considered. Receive and file. No. 486 : BUILDING OF SEA GROINS ALONG OLD KONA AIRPORT From A. S. Murray, President, West Hawaii Committee, dated August 10, 1977, asking that the building of sea groins along the old Kona airport be tried and tested as Kona is in great need of a good beach for residents and tourists. Informs with the start of the enlargement of Honokohau Harbor shortly, a large supply of rock is going to become available and urges that this rock be stockpiled, adjacent to the old airport beach, so that when proper plans can be approved by the U. S. Corps of Engineers and the State, the rock will be readily available for groin building. Refer to Department of Land and Natural Resources for consideration. n No. 487 : AMENDMENT TO TRAFFIC CODE From Chief Engineer Edward Harada dated August 12, 1977, requesting amendment to the Traffic Code to establish a "NO PARKING ZONE" on the makai side of Kilauea Avenue, in the vicinity of International Savings PSC-18 - 3 - September 7, 1977 C-487 and Loan Association and the Goodyear Tire Company. cont. Informs vehicles parked in this area are restricting the sight distance of vehicles egressing from the commercial driveways and are a hazard to traffic along Kilauea Avenue. Approve request and refer to Corporation Counsel to prepare proper amendment. k( c' - No. 488: AMENDMENT TO TRAFFIC CODE From ie ngineer ward Harada dated August 15, 1977, recommending amendment to the Traffic Code to establish a 35 mph speed limit for a portion of Kahakai Boulevard in Puna. Informs they have re-evaluated the existing prima facie speed limit of 25 mph for this roadway and concur with the request of the Hui Kahakai Association to raise the limit to 35 mph. Accept recommendation and refer to Corporation Counsel to prepare proper amendment. ORDINANCES Bill 333: TRAFFIC CODE AMENDMENT (C-401/PSC-14) Amends Article 16, Section 4, and Article 15, Section 8, Chapter 6, Hawaii County Code, as amended, relating to bus stops and no parking zones. (Intr. by: Mr. Fujii) Approve and recommend passage on first reading. Bill 334: TRAFFIC CODE AMENDMENT (C-410/PSC-14) Amends Chapter 6, Article 8, Section 5, Hawaii County Code, as amended, relating to special speed limits. (Intr. by: Mr. Fujii) Approve and recommend passage on first reading. Bill 335 : TRAFFIC CODE AMENDMENT (C-427/PSC-15) Amends Article 15, Section 8, and Article 16, Sections 1 and 4, Chapter 6, Hawaii County Code, as amended, relating to "no parking zone" and "stopping for loading and unloading only zone" .
