The following are the recommendations of the Committee on Public Service
which were considered at its meeting of October 5 , 1977 :
COMMUNICATIONS
No. 411 : RULES RELATING TO ALL COUNTY SWIMMING POOL COMPLEXES
From Milton T. Hakoda, dated June 21, 1977, transmitting
for approval Rule 5-Rules Relating to all County
Swimming Pool Complexes.
Approve Rule 5 with the exception of
the fee schedule; and refer fee schedule
to Parks and Recreation Department for
further reconsideration.
No. 511 : RICHARDSON ESTATE PROPERTY
Copy of letter to Milton Hakoda, Parks and Recreation
Director, from Councilwoman Merle K. Lai dated
September 1, 1977 , making inquiry on the departments
plans for use of the Richardson Estate property and
informs she would like to see the continuation of a
marine facility similar to that of Dale Sims'
coordination.

dated September 28, 1977 , responding to C-511.

From Capt. Beans, Royal Polynesian Cruises, dated
September 19 , 1977, commenting on the Queen' s Canoe
Festival that was held on Alii Drive in K ailu a-Kona.

Chamber of Commerce for their information.

, , ? No. 534: AMENDMENT TO TRAFFIC CODE
From Chief Engineer Edward Harada dated September 19, 1977,
requesting the following amendments to Chapter 6, (Traffic
Code) , Hawaii County Code:
1. Add Item "i" , Section 32A, Article 15 -
"Within the turn-around area of a dead end street,
when official signs are erected. "
2. Amend Article 1 -
"Sec. 3.199 turn around area. That portion of a
dead-end street designed primarily for turning a
vehicle in the Apposite direction."
These amendments are needed to streamline operations due
to the ever increasing number of subdivisions with dead-end
streets being developed.
Approve request and refer to
Corporation Counsel to prepare
proper amendments.
( - No. 540 : ENFORCEMENT OF DOG LICENSES
From Councilman William S. Kawahara, dated September 21 ,
1977 , informing that during fiscal year 1976-1977,
$4, 676 was collected from dog licenses. With an estimated
30,000 to 35 ,000 dogs in the county, feels that collections
should have been greater; and asks the administration be
requested to look into better enforcement of the licensing
law.

No. 542 : ANNUAL REPORT - WEST HAWAII HUMANE SOCIETY
From Mayor Herbert T. Matayoshi, dated September 22, 1977,
submitting for information, the 1976-77 Annual Report
of the West Hawaii Humane Society, Inc.

�No. 543 : EMERGENCY MEDICAL SERVICES
Copy of letter to Mayor Herbert T. Matayoshi from
Councilman James L. K. Dahlberg dated September 23, 1977 ,
expressing concerns of Kau residents on the availability
of proper emergency medical services to rural districts
and poses several questions on whether other districts would
qualify for similar ambulance contracts with the State as
has been awarded the Waimea district and reimbursement for
ambulance services provided by the County.

ORDINANCES
Bill 339 : TRAFFIC CODE AMENDMENT (C-397/PSC-14)
Amends Chapter 6, (Traffic Code) , Article 6, relating to
permitted and prohibited U-turns at the intersections,
as listed, on Kanoelehua Avenue.

on first reading.
Bill 340 : TRAFFIC CODE AMENDMENT (C-487/PSC-18)
Amends Chapter 6, (Traffic Code) , Article 15 , Section 8,
establishing a "No Parking Zone" on the makai side of
Kilauea Avenue, in the vicinity of International Savings
and Loan Association and the Goodyear Tire Company.

Bill 341 : TRAFFIC CODE AMENDMENT (C-488/PSC-18)
Amends Chapter 6, (Traffic Code) , Article 8, Section 5 ,
establishing a 35 mph speed limit for a portion of
Kahakai Boulevard in Puna.
