The following are the recommendations of the Committee on Public Service
which were considered at its meeting of October 19 , 1977 :
COMMUNICATIONS
Comm. 220 : ST. GERMAIN'S BILL (H.R. 3601)
From M. Maebo Van-Hove dated March 10, 1977,
requesting Council to consider adoption of a
resolution supporting St. Germain ' s bill authorizing
federal loans up to $200,000 to set up self-supporting,
low-cost spay and neuter clinics in cities and counties
around the country and to train needed para-professionals.
220.1 : From Legislative Auditor Harry Takahashi dated October 3,
1977, transmitting, as requested, a copy of Representative
Daniel Akaka' s letter and H. R. 3601 regarding loans for
the establishment and/or construction of municipal, low-
cost, nonprofit clinics for the spaying and neutering of
dogs and cats, and for other purposes.

Comm. 269. 2: GUIDELINES FOR COUNTY DUPLICATING EQUIPMENT, RELATED

September 27, 1977, transmitting amendment to Chapter 2
(Administrative Code) , Article 8, Section 7, Hawaii
County Code, relating to public property and equipment.
Approve and recommend passage
of Bill 342 on first reading.

"No. 383.1 : ALTERNATIVE SCHOOL PROGRAM (C-383/PSC-13)
From Mayor Herbert T. Matayoshi dated October 11, 1977 ,
informing the Alternative School project initiated by
Dr. Kurashige as a pilot program during the last school
year was well accepted by the participants and turned
out to be a valid educational resource. The County
made arrangements to have the Alternative School utilize
the former police squad room building on Kalakaua Street
for a classroom. Informs the pilot program has been
completed and that it is not being continued because
of funding constraints.

/No. 486. 2 : BUILDING OF SEA GROINS ALONG OLD KONA AIRPORT
From W. Y. Thompson, Chairman of the Board of Land
and Natural Resources, dated October 5 , 1977 , informing
that Governor Ariyoshi has released funds for the hiring
of a consultant on the subject matter. The consultant
will be meeting with members of the community regarding
their needs and desires in the area; and the building
of sea groins along the Old Kona Airport will be among
the topics discussed.

(t- No. 557 : AMENDMENT TO TRAFFIC CODE - AUTHORIZATION FOR BUS STOPS
(Bill 350) From Transit Coordinator Barney B. Menor dated
September 28, 1977 , requesting amendment to Chapter 6,
Article 16, Section 4, Schedule 15 of the Hawaii County
Code, authorizing bus stops be effective from 6 :00 a.m.
to 6:00 p.m. , Monday through Saturday at locations as
listed in South Hilo. This will enable motorists to
utilize these bus stops for parking purposes during non-
business hours.
Further requests amendments to Chapter 6, Article 16,
Section 4, Schedule 15 , Hawaii County Code, under the
"Kona" category authorizing bus stops at three locations
on Palani Road and Alii Drive to enable the Mass Transporta-
tion Agency to operate with maximum safety and efficiency.
Approve and recommend passage
of Bill 350 on first reading.

'No. 561 : VAN-GO HAWAII
Copy of letter to Energy Advisory Committee from
Harry E. Williams, Executive Director, Van-Go Hawaii,
dated October 5 , 1977, informing there is a new
ride-sharing program in Hawaii called VAN GO Hawaii
offering commuters a new and comfortable means of
riding to work and home through use of a 10-or 12-
passenger van and encloses an explanatory brochure
of the merits of the program.
This program is now in a "demonstration" state under
funding by the Federal Highway Administration and the
the Federal Energy Administration in cooperation with
the State of Hawaii (DPED and DOT) and the City and
County of Honolulu.

C.- No. 571: AMENDMENT TO TRAFFIC CODE
(Bill 353) From Assistant Corporation Counsel Roxanna Garcia
dated October 12, 1977, submitting a proposed ordinance
amending the Traffic Code requested by the Police
Department and the Office of the Prosecutor in order to
correct an inadvertent inclusion of the former section number
from the old Revised Ordinances of Hawaii County. Informs
Section 17-1( a) used in the previous ordinance should
have been renumbered to read as Section l.A. of Article 15.
Approve and recommend passage of
Bill 353 on first reading.
ORDINANCES
Bill 354: AMENDMENT TO TRAFFIC CODE (C-465-PSC-17)
Amends Chapter 6 (Traffic Code) , Hawaii County Code,
as amended, relating to Safety Zones and No Parking Zones
in the district of South Hilo.
Approve and recommend passage on
first reading.
Bill 355 : AMENDMENT TO TRAFFIC CODE (C-470/PSC-17)
Amends Chapter 6 (Traffic Code) , Hawaii County Code,
as amended, by establishing a temporary speed limit of
20 mph for the section of the Hawaii Belt Road included
within the County' s Project No. P-2140, "Waimea, Belt
Highway Resurfacing--Mud Lane to Puu Nani Street" in the
district of South Kohala.
Approve and recommend passage on
first reading.
