The following are the recommendations of the Committee on Public Service
which were considered at its meeting of November 2, 1977 :
COMMUNICATIONS
No. 574: TRAFFIC CODE AMENDMENTS
From Chief Engineer Edward Harada dated October 13, 1977,
requesting that Chapter 6 (Traffic Code) , Hawaii County
Code, Schedule 5 (Speed Limits) , Section 5 , of Article 8
be amended by adding
Under the "Twenty-five Miles per Hour" subsection:
" 28. Puako Beach Road, from a point 500 feet makai of
the Rubbish Dump Road southerly to its terminus."
Under the "Thirty-five Miles per Hour" subsection:
" 37. Puako Beach Road, from the Queen Kaahumanu Highway
to a point 500 feet makai of the Rubbish Dump Road. "
Approve request and refer to
Corporation Counsel to prepare
the proper amendments.
/No. 584: RESEARCH - ANOPLOPIS LONGEPIS (Long-Legged Ant)
Copy of letter to George Yuen, Director, Department of
Health, from Councilwoman Merle K. Lai dated October 24,
1977, informing that the Big Island has been experiencing
an emerging Anoplopis Longepis (long-legged ant) population
explosion problem. Requests the Departments of Health and
Agriculture to support research into these ants life-cycle,
and more effective environmentally safe chemical means of
control.

No. 585 : AMENDMENT TO TRAFFIC CODE
From Chief Engineer Edward Harada dated October 21 , 1977,
requesting that Chapter 6 (Traffic Code) , Hawaii County
Code, be amended authorizing the following parking
restrictions on Kilauea Avenue:
1. No parking from 6:00 a.m. to 6 :00 p.m. daily,
except on Sundays and holidays from Kohola Street
to Ohea Street.
2. No parking on pavement from Ohea Street to
Kawailani Street.
These parking restrictions will enhance the traffic flow
on this principal arterial.
Approve request and refer
to Corporation Counsel to
prepare the proper amendments.
'Pet. 1: REQUEST FOR STOP LIGHT ON KOHALA-WAIMEA-KONA JUNCTION
Petition to the Mayor requesting a stop light on the
Kohala-Waimea-Kona junction because of the congestion
at the intersection.
Al 1.1 : From Mayor Herbert T. Matayoshi dated October 13, 1977,
responding to Pet. 1.
Receive and file; and transmit
copy of Mayor' s response to the
petitioners.
