No. 71. 4: GUIDELINES FOR ADVISORY COMMISSION ON CULTURE AND ARTS From Parks and Recreation Director Milton T. Hakoda dated October 17, 1977, submitting draft guidelines for the Advisory Commission on Culture and Arts which were developed within the framework of the Council ' s action. Informs that a commission created for a term of six months which is not allowed incidental expenses will not be effective; also the department' s current budget does not allow for incidental costs should the commission be allowed such expenditures; and the Council should anticipate future budgetary adjustments for Culture and Arts program should a commission be created. Receive and file C-71.4; and request Parks & Recreation Director to create an ad hoc committee for a term of six months to formulate a program to be presented to PSC to justify establish- ment of a Commission on Culture and Arts. No. 590 : AMENDMENT TO TRAFFIC CODE From Chief Engineer Edward Harada dated October 31, 1977 , requesting that Section 2-D of Article 16, Chapter 6 (Traffic Code) , Hawaii County Code, be amended by establishing a loading zone along Likana Lane in Kailua-Kona for businesses in the area. Approve request and refer to Corporation Counsel to prepare the proper amendment. ADOPTED: December 5, 1977 Rfport No. File No. — A5C M. B. No. /030 Date: ...._. ©EQ 51977 PSC-23 -2- November 16, 1977 Orr No. 595: AMENDMENT TO TRAFFIC CODE From Chief Engineer Edward Harada dated October 31, 1977 , recommending Item 31 , Schedule 2 , Section 3B, Article 7, Chapter 6 , Hawaii County Code, be amended authorizing a four-way stop control at the intersection of Kawailani Street and Komohana Street. A trial four-way stop showed that it is an effective means of reducing traffic congestion. Accept recommendation and refer to Corporation Counsel to prepare the proper amendment. No. 598: REMOVAL OF SAND AND OTHER MATERIALS FROM SPECIFIED PUBLIC AREAS (ORDINANCE 368) From Councilwoman Merle K. Lai dated November 7, 1977, requesting because of numerous complaints received, that Section 1 of Ordinance 368, an Ordinance Relating to the Removal of Sand and Other Materials from Specified Public Areas, be, amended to include the public beach area "Lehia Beach Park" and be designated as item ( f) ; recommends that the County erect signs at each location where the removal of sand is prohibited so that those committing the violation will know beforehand that they may be arrested. 598.1 : From Parks and Recreation Director Milton T. Hakoda, dated November 9 , 1977, suggesting that six ( 6) other areas, in addition to Lehia, be included in the amendment - Hilo Bayfront, Harry K. Brown, Kolekole, Laupahoehoe Point, White Sands and Hookena. Refer to Corporation Counsel to prepare an amendment to Ordinance 368 to include areas as contained in C-598 and 598.1. Comm. 599 : AFFIRMATIVE ACTION PROGRAM FOR THE COUNTY OF HAWAII From Edward L. Silva, Equal Employment Opportunity Coordinator, dated November 2 , 1977, transmitting for information and comments, a proposed Affirmative Action Plan for the County of Hawaii. Receive and file. PSC-23 -3- November 16 , 1977 ORDINANCES Bill 358: TRAFFIC CODE AMENDMENT (C-301. 2/PSC-17) Amends Chapter 6 (Traffic Code) , Article 8, Section 5 , (Special Speed Limits) , Hawaii County Code, by establishing a 35 miles per hour speed limit for Leilani Estates Avenue. Bill 359 : TRAFFIC CODE AMENDMENTS (C-534/PSC-20) Amends Chapter 6 (Traffic Code) , Articles 1 and 15 , Hawaii County Code, as amended, relating to definitions and stopping, standing and parking areas, respectively.
