The following are the recommendations of the Committee on Public Service
which were considered at its meeting of December 14, 1977 :
COMMUNICATIONS
No. 269. 3 : GUIDELINES FOR COUNTY DUPLICATING EQUIPMENT, RELATED MATERIAL
AND PERSONNEL (Bill 342)
From Mayor Herbert T. Matayoshi, dated November 25 , 1977,
advising he has vetoed Bill 342 because as presently worded,
Chapter 2, Article 8, Section 7 of the Hawaii County Code is
the same as the language found in Section 14-4 ( a) of the
Hawaii County Charter and since the provisions of the Charter
remains in full force and effect, he sees no reason to
approve the bill. Informs he will recommend to the Charter
Commission that it carefully review Section 14-4( a) of
the Charter in order to determine whether all personal use
of public property should be precluded. In the meantime,
he is directing all county employees to abide by the spirit
of the Charter and treat public property and equipment as
a public trust.

'No. 404.9 : GENERAL LYMAN FIELD - AIRCRAFT NOISE
From Councilwoman Merle K. Lai, dated December 5, 1977 ,
submitting for information, letters regarding her request
in obtaining Airport Development Aid Program (ADAP) funds
from the FAA for lengthening the runway at General Lyman
Field.

'No. 581 : CONFIDENTIAL CRIME MESSAGE CENTER
Copy of letter to Chief of Police Guy Paul from Councilwoman
Merle K. Lai dated October 21 , 1977, inquiring if the
Police Department has considered implementing a Confidential
Crime Message Center whereby citizens with information on
criminal activity can call the message center and relay
their information; if this project has not been considered
asks Chief Paul to look into such a proposal.
581.1 : From Councilwoman Merle K. Lai, dated October 26, 1977,
submitting for information further materials regarding the
Confidential Crime Message Center.
581. 2 : From Chief of Police Guy Paul dated November 18, 1977,
informing they will implement a six-month trial program
of the Center to begin in January.

No. 584.1 : RESEARCH - ANOPLOLEPIS LONGEPES (Long-Legged Ant)
From Councilwoman Merle K. Lai dated November 16, 1977,
submitting for information letters from Director of Health
George Yuen and Chairman of the Board of Agriculture
John Farias, Jr. , regarding the long-legged ant problem
on Hawaii.
584. 2 : Copy of letter to Councilwoman Lai from Patrick Y. Nakagawa,
Chief, Vector Control Branch, Department of Health, dated
November 21 , 1977, informing that the Departments of
Agriculture and Health jointly will pursue the ant problem
and will keep her apprised as necessary details are
developed.

No. 597 : RULE 6 - RULES RELATING TO USER FEES OF THE DEPARTMENT OF
PARKS AND RECREATION, COUNTY OF HAWAII
From Parks and Recreation Director Milton T. Hakoda
transmitting for approval Rule 6 which adjusts existing
fees and establishes user fee for those facilities
services and equipment under the jurisdiction of the Depart-
ment of Parks and Recreation.
Recommend approval of Rule 6.

Mino Shintani, Economic Development Chairman, and
Ted Sasamura, President, Japanese Chamber of Commerce
and Industry of Hawaii, dated November 2, 1977,
informing that at their Board of Directors meeting of
November 1 , 1977, they unanimously endorsed the proposal
by the Parks and Recreation Department on Rule 6.

1977, commenting on tennis court user fees.
597. 3 : Copy of letter to Sotero V. Castillo, Secretary, Akaka Falls
Lions Club, from Parks and Recreation Director Milton T.
Hakoda dated November 28, 1977 , thanking the Akaka Lions
for the action taken at their meeting to support the proposed
user fee rules and regulations.

A, No. 611 AMENDMENT TO TRAFFIC CODE
(Bill 361) From Deputy Corporation Counsel Lionel D. Meyer, dated
November 17 , 1977 , transmitting pursuant to the request
and recommendation of the Prosecuting Attorney' s Office
and Police Department, Ordinance Bill No. 361, amending
Chapter 6 (Traffic Code) , Section 6, Article 15 , Hawaii
County Code prohibiting parking for certain purposes.
Approve and recommend passage of
Bill 361 on first reading.
No. 621 : PROPOSED "PALMS OF THE PACIFIC" PARK
From Dr. T. David Woo, dated November 8, 1977, submitting
for consideration a proposal to establish a "Palms of the
Pacific" Park in Hilo in the area mauka of Kamehameha
Avenue near the Wailoa Visitors Center.
Refer to the Department of Land and
Natural Resources for consideration.
1o. 634: ORDINANCE NO. 308 (Adopted October 5 , 1977)
ORDIAANCE NO. 327 (Adopted November 16 , 1977)
From Chief Engineer Edward Harada dated December 5 , 1977,
requesting that the subject ordinances relating to temporary
speed limits within the construction zones of County CIP
Project P-2129 in Kahuku, Kau, and P-2140 in Puukapu, South
Kohala, be rescinded as construction of the major improve-
ments for these two projects have been completed and the
roadways are presently open to traffic.
Approve request and refer to
Corporation Counsel to prepare
proper bill for an ordinance.
