Lai dated December 15, 1976 , submitting for comments and recommendations a speech by Mr. Edward Silva, Director of Personnel Services , given at the November 9 , 1976 , Workshop on Unemployment, University of Hawaii , Hilo College. Receive and file . 1.. No. 28 : PETITION TO WITHDRAW GSP BENEFITS FOR SUGAR, SYRUPS AND MOLASSES DERIVED FROM SUGAR From Corporation Counsel Clifford H. F. Lum dated December 14, 1976 enclosing for information copy of the Memorandum In Support of County of Hawaii ' s Paosition with regard to the subject matter which their office has filed with the U. S . Trade PolicyStaff Committee, Office of the Special Representative for Trade Negotia- tions , Washington, D. C. Receive and file; and recommend Council go on record to support the petition. /No. 54: CAB - FREIGHT SERVICE Copy of letter to Docket Section, Civil Aeronautics Board, from Council Members Merle K. Lai and James L. K. Dahlberg dated December 28, 1976 , supporting the request made by Air Cargo Enterprises , Inc . , for exemption to serve the Waimea-Kohala area and provide the freight service so urgently needed by the Kamuela farmers and urging the CAB' s prompt and favorable action on the request . Parma, Vice President, Air Cargo Enterprises , Inc. , dated January 4, 1977 accepting invitation offered by Council Members Dahlberg and Lai to appear before the ATC meeting of January 11, 1977 to brief the Committee on the capabilities of their airline relative to expanding the agricultural market potential for Hawaii County. Receive and file; and inform CAB that the Council supports the request of Air Cargo Enterprises , Inc. , to provide freight service to the Waimea- Kohala area. 'No. 56 : HVB' S PROMOTIONAL WORK From Gene F. Wilhelm, District Manager, Hawaii Visitors Bureau, dated December 27, 1976 , bringing the Council up to date on some of their promotional work from mid- November through January. Receive and file. /No. 57 : VISITOR INDUSTRY CONGRESS (Res . 18) From Council Member James L. K. Dahlberg, dated December 28, 1976 , requesting Council' s support of the Hawaii Island Chamber of Commerce' s proposal for a Visitor Industry Congress next spring and recommends that a resolution be adopted accordingly. Receive and file as per request of the Hawaii Island Chamber of Commerce. , (I,. No. 58 : UNIVERSITY OF HAWAII - AGRICULTURAL RESEARCH MONEY From Council Member James L. K. Dahlberg, dated December 28, 1976 attaching article from PACIFIC BUSINESS NEWS that Hawaii may miss its share of the half-billion dollar agricultural research money because the University of Hawaii 's building program has not kept pace with the times . Recommends Council adopt a resolu- tion urging the Governor and the State Legislature to appropriate the necessary funds to the University of Hawaii as outlined by William R. Furtick, Dean of the UH College of Tropical Agriculture. Request Corporation Counsel to draft a resolution urging the Governor and State Legislature to appropriate to the University of Hawaii the necessary funds as outlined on Page 2 of the article. ATC-1 - 3 - January 11, 1977 No. 62 : ASSESSMENT OF ECONOMIC IMPACT OF PROPOSED LEGISLATIVE ACTS From Edward R. Aotani , AIA, President, Hawaii Society, The American Institute of Architects , dated December 30 , 1976 , informing that they are concerned about the economic impact on proposed legislation and has expressed this concern by adopting the enclosed resolution at its convention held November 19 , 1976 . Concur and refer to Planning Committee for further recommendation. /( r((( "_ No. 63 : LITTERING From Mr. & Mrs. William F. Dicks dated December 31, 1976 submitting letter from the Tribune Herald in hopes that the Council will take note of what one of our visitors is saying - that the people of Hawaii should be ashamed of all the littering; asks the Council to change the litter laws so that they can be enforced and to find ways to help prevent the public from littering. Refer to administration for appropriate action. RESOLUTION No. 17 : HOTEL ROOM TAX Opposes any form of a hotel room tax as it represents a possible threat to one of the State of Hawaii ' s largest industries .
