The following are the recommendations of the Committee on Agriculture
and Tourism which were considered at its meeting of October 17, 1977 :
COMMUNICATION
No. 310. 1 : KOHALA TASK FORCE
From James L. K. Dahlberg, ATC Chairman, dated
October 7, 1977, submitting his summary of
Senator Duke Kawasaki ' s Special Committee Report No. 6
regarding the Kohala Task Force, and informs it appears
imperative that CPA Patrick Okawaki be requested to
appear before the full Council to discuss the report in
detail. In order to be completely fair and objective,
suggests that those persons involved in the Kohala Task
Force and their projects be provided opportunities to
repudiate the charges in the report if they so desire.
Prosecuting Attorney Paul De Silva be
instructed to conduct an investigation
of the Kohala Task Force activities to
determine as to whether the $1.8 million
County funds have been prudently
expended and whether these County funds
are still viable.
Further, CPA Patrick Okawaki be invited
to testify before the County Council on
Special Committee Report No. 6 and
ATC Chairman and FC Chairman be requested
to draft guidelines and confer with
Prosecuting Attorney to ascertain what
he anticipates in the way of expenditures
to conduct the investigation of the Kohala
Task Force.
