�No. 1258: STUDYOF REVENUES (M-53)
From Director of Finance Stanley A. Nakamae dated
April 7, 1975, responding to Motion 53 on study of
revenue sources.

From Gordon Y. H. Wong, Director of Taxation, dated
April 22, 1975, responding to Resolution 338 relating
to real property assessments.

�No. 1695 : PROJECTIONS FOR REAL PROPERTY ASSESSED VALUATIONS
From Director of Taxation Gordon Y. H. Wong dated
January 16, 1976, submitting projections for real
property assessed valuations for tax rate purposes
for use in the budget process. Advises that one of
their major steps to improve the real property assess-
• ment program is the modification in the ratio to
market from 70 percent to 50 percent of the fair market
value and outlines in detail their considerations in
adopting this modification.

responding to Council ' s request to consider a member
of the Finance Committee to serve on the Administrative
Review Committee.

From Director of Finance Stanley A. Nakamae dated
December 7 , 1976, informing that the County has employed
management consultants and intend to continue, seeking
such professional assistance. Unless a firm is partic-
ulara'y , known to possess special skills in field of
study, they prefer to engage firms with offices on
the Big Island or at least in the State before going
to the mainland. Believes at this time they do not
need to seek the assistance of Kapner, Dull & Wolfberg,
Inc.

REVISED BUDGET ESTIMATES (M-81/FC-80)
(Bill 265) From Director of Finance Stanley A. Nakamae dated
December 10, 1976, informing now that the audit of
the County' s books has been completed, they can proceed
to take necessary action in balancing the budget for
the fiscal year 1976-77 and submits supplementary
appropriation bill to amend Ordinance 210.

accounts and inventory maintained by former County Clerk
Ted T. Suzuki, as of December 6, 1976, and found the
records to be in order and that Mr. Suzuki is not
indebted to the County.

Ordinance 139, the events concerning the issuance and
sale of $2, 000,000 Bond Anticipation Notes, 1976, of
the County of Hawaii.

a_ No. 49 : REQUEST EXTENSION OF TIME TO SUBMIT AUDIT REPORT
From Haskins & Sells dated December 2/ , 19 /6 requesting
an extension until January 31, 1977 to submit the
final audit report on the County of Hawaii for the
year ended June 30, 1976. The delay was caused prin-
cipally by discussion with the Legislative Auditor' s
office over a several week period in an effort to
clarify their management recommendations.

No. 51 : LOCAL PUBLIC WORK GRANTS
From Clarence W. Garcia, Director of Research and
Development, dated December 27 , 1976, informing that
the County of Hawaii will receive three Federal grants
totalling $3. 295 million for construction of Building
"B" of the Public Safety Building, a Public Services
building at Schultz Siding, and the Waimea Fire Station.

�No. 52 : SUMMARY OF INDEBTEDNESS OF COUNTY OF HAWAII

December 23, 1976, submitting for filing, in accordance
with Chapter 47C, HRS, the summary of indebtedness of
the County of Hawaii as of July 1, 1976. Concurrences
by the Chairman of the Finance Committee and the
Corporation Counsel are attached.

From Assistant Corporation Counsel Stephen G. Bess
dated December 30, 1976, advising that after thoroughly
investigating the claim of Mrs . Ann Spina'; they have
come to the conclusion that the County is not liable
for the claim; accordingly, recommends that the claim
be denied.

Counsel and recommend that the claim
be denied.
