The following are the recommendations of the Couunittee on Finance which
were considered at its meeting of January 24, 1977:
COMMUNICATIONS
h,, c- No. 74: BIG ISLAND SUGAR 'STEERING COMMITTEE
From Mayor Herbert T. Matayoshi dated January 6, 1977
transmitting the request of the Big Island Sugar
Steering Committee for funds in the amount of $5, 500
to assist this voluntary committee during the period
from January 1 to June 30, 1977, in carrying out its
task of working for necessary congressional and
legislative action to assist the sugar industry. Also
submits a progress report of the Committee covering
its activities from its establishment on September 9,
1976 to December 31, 1976, and the Committee' s budget
request. Informs he wholeheartedly endorses this
budget request and strongly urges favorable con-
sideration.
Approve request of the Big Island
• Sugar Steering Committee and refer
to Finance Director for funding.
No. 87 : IMPROVEMENT OF MANAGEMENT TECHNIQUES
From Councilwoman Merle K. Lai dated January 10, 1977
expressing her feeling that as elected officials,
Council members should make every effort to spend
money more effectively and efficiently through improve-
ment of management techniques and requests that the
Legislative Auditor be assigned to look into her
concerns and report back to the Finance Committee as
soon as convenient as to whether these recommendations
can be implemented.

Aike- No. 101: PROPOSED AGREEMENT BETWEEN OFFICE OF AGING AND
LEGAL AID SOCIETY OF HAWAII TO FURNISH LEGAL
SERVICES TO THE ELDERLY
'From Deputy Corporation Counsel Alan M. Okamoto dated
January 18, 1977, requesting consideration and approval
of a proposed agreement between the Office of Aging
and the Legal Aid Society of Hawaii to furnish legal
aid to elderly citizens . Informs that the funding
would be wholly federal and no additional County
equipment or facilities will be needed to implement
this program.
Approve proposed agreement.
RESOLUTIONS
Res. 17 : HOTEL ROOM TAX
(Revised) Requests that should a Hotel Room Tax be enacted by the
State Legislature that the County of Hawaii be exempted
from such taxation.
