The following are the recommendations of the Committee on Finance which
were considered at its meeting of February 23, 1977.
COMMUNICATIONS
/No. 104. 1: 1975-76 AUDIT REPORT
From Transit Coordinator Barney B. Menor dated
February 15, 1977 , informing that they take
exception to the auditor' s report as it pertains
to Mass Transit only because it was an improvement
suggested and made internally to improve operations
in preparing cash receipt tags to record the sale
of commutation tickets , and not due to any
suggestion by the auditor whatsoever.
Receive and file; and inform Transit
Coordinator that the sequence of
events have been duly noted.
101i24: ANTIRECESSION FISCAL ASSISTANCE PROGRAM
From Mayor Herbert T. Matayoshi dated January 31, 1977
informing that the County has received two payments
under the Antirecession Fiscal Assistance Program
(Title II of the Public Works Employment Act of
1976 - P. L. 94-369) to be used to maintain basic
services which have been customarily provided by
the County.
Also informs that monies received must be appropriated
or obligated before the six-month period which begins
the day following receipt of a payment; and recom-
mends that funds be used for the following;
(1) Hiring of an affirmative action program specialist
plus clerical help to carry out the County' s responsibi-
lities under the Civil Rights Act; (2) Staffing
for Mayor' s Office to continue servicing West

cont. alleviate workload in rural courts; (4) Additional
funds for interim work program for youth, administered
by LEAA Office; (5) Funds for modifying and
enhancing computerized payroll/personnel system and
accounting system; and (6) Structural repairs and
renovations of parks and recreation, public works,
water department and other buildings necessary for
maintenance of basic services.
Accept recommendations and request
administration to confer with Council
members on priorities as regards Item 6.
e,-No. 124. 1 : From Mayor Herbert T. Matayoshi dated February 17 , 1977 ,
(Bill 286) responding to Finance Committee' s request of February 15,
and submits an ordinance bill to amend the budget
ordinance for the year.
Approve and recommend passage of
Bill 286 on first reading.
No. 145 : GRANTS-IN-AID

From Director of Finance. Stanley A. Nakamae dated
February 4, 1977 , informing that Hawaii County is to
receive only $2,471, 145 of the $3, 010, 000 that was
appropriated under Act 226/76 as additional
grants-in-aid to Counties; they are reviewing accounts
to see how this shortage can be absorbed.

�No. 149 : 1976-77 FINANCIAL AUDIT
From Haskins & Sells, Certified Public Accountants,
dated February 9 , 1977 , writing to express their
capability and willingness to audit the financial
statements of the County of Hawaii for the year ended
June 30, 1977 , as required under Section 10-13 of
the Hawaii County Charter.

o " 150 : 1976-77 EXTERNAL AUDIT CONTRACT

From Legislative Auditor Harry Takahashi dated
February 10, 1977, submitting a list of firms that
have expressed a desire to be considered for the
1976-77 annual County audit and informs it would be
the Finance Committee ' s decision as to who will be
gwarded' ) the audit contract.

(No. 150) As the Finance Director was requested that the audit
cont. requirements of the Community Development Block Grant
Program be included, suggests it run concurrent with
this year' s audit work but on a separate contract
to be paid by the Community Development Block Grant
Program.
Recommend approval of the following:
(1) Award audit contract to Haskins & Sells
for FY 1976-77 and 1977-78;
(2) Include Community Development Block
Grant Program in FY 1976-77 audit
contract; and
refer to Legislative Auditor to negotiate
contract.
No. 165 : LITTLE HOOVER COMMISSION
From Councilman Joseph R. Garcia, Jr. , dated
February 14, 1977 , submitting copy of letter he
wrote to Mayor Matayoshi and his reply thereto
regarding the formation of a Little Hoover Commission;
as future letters are received, will keep the Council
apprised of the results.

No. 166: TAX OFFICE METHOD OF APPRAISAL FOR PROPERTIES
(C-2036/FC-77)
From Deputy Corporation Counsel Alan M. Okamoto dated
February 14, 1977 , submitting copy of the procedure
used by the State Tax Office in Hilo =,to appraise
real property. Any questions on the specific applica-
tion of these methods to a particular parcel of real
property, may be directed to Mr. Gary Menino, the
appraiser at the Tax Office assigned to the area
which includes the Boise Cascade development.
Receive and file; and transmit
copy to Mr. Andrew Levin for
his information.
i Motion 6 : REVENUE PROJECTIONS
Finance Committee analyze the County' s revenue pro-
jections and come up with parameters to be transmitted
to the administration to be used as guidelines for
collective bargaining purposes. (Yamashiro/Garcia)
Recommend a subcommittee be created
to come up with guidelines for collective
bargaining purposes with Councilwoman Lai
as Chairman, Councilman Sameshima as
Vice Chairman, and the respective Standing
Committee Chairmen as members.
