HomeMy WebLinkAboutREP FC 005 03/09/1977 1976-1980 COMMITTEE ON FINANCE REPORT No. .5 Chairman and Members of the Hawaii County Council Hilo, Hawaii The following are the recoluuiendations of the Committee on Finance which were considered at its meeting of March 9 , 1977 : COMMUNICATIONS 7No. 123 : CLAIM - RICARDO CORPUZ From Charlene Fujitake, Hawaiian Insurance Companies , dated January 20, 1977, submitting claim of $1, 161.44 on behalf of their insured, Ricardo Corpuz. Informs on November 16, 1976 a tree fell on top of their insured' s car which was parked in the Bayfront parking area; since the area is maintained by the County, feels the County should reimburse the insurance company for the monies paid out on the claim. A,, C - -123. 1 : From Assistant Corporation Counsel Stephen G. Bess dated February 24, 1977, informing that they have reviewed the circumstances surrounding the claim and do not believe that the County should be held responsible therefore; accordingly, recommends that the claim be denied. Accept recommendation of Corporation Counsel and recommend that the claim be denied. No. 135 : BAKER' S BEACH ACQUISITION From Helene Hale, Hawaii Isle Realty, Ltd. , dated. February 3, 1977 requesting that the Committee consider implementing the acquisition of Baker' s Beach as a public beach. Also states that $50,000 has been appropriated for this beach •park and that plans have been drawn for its use. Nakamae dated February 16, 1977 , submitting a listing of federally-funded projects as of December 31, 1976, and a schedule of grants received during the second quarter of this fiscal year. Receive and file. No. 186 : RULES & REGULATIONS - GENERAL REVENUE SHARING FUNDS From Mayor Herbert T. Matayoshi dated February 28, 1977 , submitting for information and compliance, rules and regulations pertaining to general revenue sharing funds receivable after January 1, 1977. Receive and file; and request County Clerk to note public hearing and publication requirements. 'leo. 187 : CLAIM OF MRS. JANET MATTOS (C-1907) From Deputy Corporation Counsel Alan M. Okamoto dated February 25 , 1977 , transmitting for filing with the County Clerk' s Office a Release executed by claimant Mrs. Janet Mattos and her husband, Randy Mattos. Receive and file. P6t. 2 : RECONSTRUCTION OF MAMALAHOA HIGHWAY BETWEEN LAKELAND SUBDIVISION AND WAIMEA TOWN, SOUTH KOHALA Petition requesting first priority to reconstruct that section of Mamalahoa Highway between Lakeland Subdivision and the town of Waimea in the South Kohala District. From Chief Engineer Edward Harada dated February 28, 1977 informing of current status of projects prepared for Mamalahoa Highway between Lakeland Subdivision and Waimea Town. Approve plan 'and request Chief Engineer submit a timetable for incremental con- struction and completion of Mamalahoa Highway between Mud Lane and Puu Nani subdivision; refer to Committee of the Whole to consider additional funding as a lobby item and/or 1977-78 CIP budget item. All FC-5 MOF = 3 - ® March 9, 1977 ORDINANCES Bill 286, FEDERAL GRANTS Amended: Amends Ordinance 210, the Operating Budget, by (C-124. 1) appropriating $498, 810 to various accounts. (Intr. by: Mr. Kawahara) Approve and recommend adoption on second and final reading. Bill 287 : AMENDMENT TO CAPITAL BUDGETS Amends Ordinance Nos. 46, 82 and 211, all relating to public improvement and financing thereof for the fiscal years July 1, 1974 to June 30, 1975, and July 1, 1976 to June 30, 1977, by deleting the "Kua Bay Beach Park" project and the appropriations of $500,000 and transferring the $500,000 into a "Contingency Fund. " (Intr. by: Mr. Garcia) Approve and recommend passage on first reading; and request Corporation Counsel to render an opinion on ramifications concerning blight condemnation.- = RECOMMENDATION e ,No. 1: ISSUANCE OF BONDS Instruct Finance Director to pursue issuance of bonds to fund outstanding CIP projects; County Council to determine priority of projects.
