The following are the recommendations of the Committee on Finance which
were considered at its meeting of April 13, 1977 :
COMMUNICATIONS
/�c�C- No. 32 : GENERAL OBLIGATION BOND ANTICIPATION NOTES
(Bill 266) From Director of Finance Stanley A. Nakamae dated
December 13, 1976, submitting for
favorable action
an ordinance bill recommended for adoption by their
bond counsel, Wood Dawson Love & Sabatine of New York,
which proposes to amend Ordinance 139 to eliminate
any question as to the ability to issue bonds
authorized thereunder at any time after notes are
issued in anticipation of such bonds.
Approve and recommend passage- of
Bill 266 on first reading.

No. 105 : CLAIM - PAUL A. JOHNSON
From Paul A. Johnson dated January 19, 1977 , filing
a claim of $60-$75 for loss of his revolver. Informs
approximately 22 years ago, the weapon was stolen
from his home in Waipio Valley and came into the
possession of the police department; claims that it
was destroyed without any notification whatsoever to
him, the owner and lawful registree.

March 29 , 1977 , transmitting for filing, a release
executed by claimant Paul A. Johnson.

�No. 228 : LAUPAHOEHOE SCHOOL/COMMUNITY SWIMMING POOL
Copy of letter to Mayor Matayoshi from Atsushi Sato,
President, North Hilo Community Council, dated
March 14, 1977 , listing their concerns in order of
priority and requests that funds be sought to complete
the Laupahoehoe School/Community Swimming Pool.
228. 1 : Copy of letter to Mayor Matayoshi from Atsushi Sato,
President, North Hilo Community Council, dated
March 14, 1977 , requesting prompt attention to correct
the dangerously low fence surrounding the pool. Sug-
gests the administration rectify the situation by
running two or three strands of barbed wire over the
top of the present fence to discourage anyone from
climbing over the fence. Believes this is the most
inexpensive and expeditious remedy to the situation
at this time.

c_ No. 242 : ISSUANCE OF GENERAL OBLIGATION BONDS (Rec. 1/FC-5)
(Bill 296) From Director of Finance Stanley A. Nakamae dated
March 22, 1977, submitting pursuant to Rec. 1/FC-5,
an ordinance bill which authorizes the sale of
$7 ,000,000 in general obligation bonds to be used for:
Department of Water Supply ($2, 000,000) ; retirement of
outstanding notes ($2,000,000) ; and projects already
approved but not funded ($3,000,000) . Also informs
of debt service requirements for the next six years,
assuming an interest rate of 6 percent and issue date
of June 1, 1977 .
Recommend passage of Bill 296 on first
reading and refer back to Committee.
No. 242. 1 : From Akira Fujimoto, Manager, Department of Water
Supply, dated April 4, 1977 , submitting a certified
copy of Resolution No. 26, relating to the issuance of
$2,000, 000 general obligation bonds, adopted by the
Water. Commission on March 22, 1977 and asks assistance
in making this issue possible. Informs the proceeds
will be used generally for system improvements necessary
for compliance with the Federal Safe Drinking Water Act.

No. 246: INTERNAL AUDIT REPORTS
From irector o Finance Stanley A. Nakamae. dated
March 22, 1977, submitting internal audit reports of
the accounts of three department heads who recently
left County service (Elvin Kamoku, Fire Chief;
Clifford H. F. Lum, Corporation Counsel; and
Raymond Suefuji, Planning Director) ; reportsthat
accounts and inventory are in order, except for three-
. missing items of equipment in the Fire Department.
Provision to cover the value of these items have
been made.. .

From Deputy Corporation. Counsel Alan M. Okamoto dated
March 29, 1977 , informing that they have settled
Officer' Wana' s Claim for $50.00 and transmits the
executed releasefor filing.

RESOLUTIONS
No. 69 : SALARY ORDINANCE: AMENDMENT ,
Amends the salary ordinance for the Departments - of
Public Works and Water Supply.'
Approve and recommend adoption.
