The following are the recommendations of the Committee on Finance which
were considered at its meeting of April 27, 1977 :
COMMUNICATIONS
�No. 124. 2 : ANTIRECESSION FISCAL ASSISTANCE PROGRAM (C-124)
Copy of letter to Mayor Matayoshi from Finance Committee
Chairman Kawahara dated March 7, 1977, requesting
preparation and submission of a financial impact
analysis for Item 2 of Communication 124 relating to
staffing for Mayor' s office to continue servicing
West Hawaii.
Receive and file.
124. 3: From Mayor Herbert T. Matayoshi dated March 21, 1977
submitting financial impact statement for the proposed
position of Deputy Managing Director of West Hawaii
and seeks favorable consideration of the position.

A e,e- 124. 4: . From Finance Committee Chairman William S. Kawahara
dated April 13, 1977 submitting observations and
recommendations regarding the Antirecession Fiscal
Assistance Program. Although there is need in Kona
for better front line services, feels these can and
should be provided through the administrative machinery
already existing; and asks consideration of this alter-
native proposal as opposed to the creating of the
position of a deputy managing director for West Hawaii.
Deny creation of position of a deputy
managing director for West Hawaii and
recommend Council determine use of
$44, 184 in the Contingency Fund,
Ordinance 259.

,&C- No. 124.5 : From Lin McIntosh, President, Kona League of
Republican Women, dated April 19 , 1977, informing
that their Board of Directors passed a resolution
"favoring the appointment of a qualified deputy
managing director for West Hawaii, as proposed by
Mayor Matayoshi, to be stationed in Kona with
powers and authority to expedite county matters on
the Kona Coast. "

'No. 186. 1: GENERAL REVENUE SHARING FUNDS.
From ayor erbert T. Matayoshi dated April 18, 1977
informing that a general revenue sharing payment in
the sum of $671, 089 covering the period from January 1
to March 31, 1977 was received on April 11, 1977.
Tentatively recommends use of those funds plus the
four quarterly payments to be received in the next
fiscal year (estimated to be $2, 686,578) , for a total
of $3, 357, 667, to help balance the operating budget
for the next fiscal year beginning July 1, 1977.
Further informs that a public hearing to receive
public input and suggestions for use of these funds
will be held on April 22, 1977 and that a second
hearing must be held by the Council. This hearing
can be combined with the budget hearing required by
Section 10-4 of the Charter.

C_ No. 261: HILO BAYFRONT BEACH PARK
From Councilman James L. K. Dahlberg, dated April 4,
1977 urging the County Council to request the Governor
for the early release of the appropriated funds of
$150,000 via Act 195 for the "Hilo Bayfront Beach
Park-plans , construction and equipment for the
development, including pavilions and a multi-purpose
canoe shed. " Also suggests that supplemental funding
be asked of the 1978 Legislature and/or County funding
be also considered in the 1977-78 CIP budget to
expedite this needed development.
Recommend Council request the
Governor to release appropriated
funds for the Hilo Bayfront Beach
Park.

�No. 285 : ACCESS TO CAPTAIN COOK MONUMENT PARK
From Acting Council Chairman Joseph R. Garcia, Jr. ,
dated April 21, 1977, informing he has reviewed the
contents of Councilman Kawahara' s April 20 letter and
attachments requesting the County to take necessary
steps to provide the needed access to the Captain Cook
Monument Park and other facilities particularly in
view of the observance of the Captain Cook Bicentennial
next year. As the Chief Engineer' s preliminary study
showed the cost estimate for the Keauhou-Napoopoo Road
to be in the neighborhood of $6 million, he is
referring the letter to the Committee on Finance for
appropriate funding, then suggest referral to the
Committee on Public Works for implementation of the
project.

No. 22 : RECONSTRUCTION OF MAMALAHOA HIGHWAY BETWEEN LAKELAND
SUBDIVISION AND WAIMEA TOWN, SOUTH KOHALA
From Chief Engineer Edward Harada dated April 14, 1977
informing that the subject project is being advertised
for bids starting April 25, 1977 , with bid opening
scheduled for May 26, 1977. Since funds are limited,
the project basic bid covers the portion from Mud Lane
for distance of about 5 ,000 feet; the balance to
Puu Nani Subdivision junction will be covered as an
additive alternate proposal.

RESOLUTIONS
No. 71 : "FREEZING" OF ALL VACANT EMPLOYMENT POSITIONS IN
COUNTY OF HAWAII
Adopts the policy of not creating any new employment
positions in the County of Hawaii unless guidelines,
as listed, are substantially met.

ORDINANCES
Bill 296: ISSUANCE OF GENERAL OBLIGATION BONDS
(C-242) Authorizes the issuance of $1 , 000,000 General Obligation
Bonds of the County of Hawaii for the purpose of
financing various public improvements of theCCounty of
Hawaii; fixes the form, denomination and certain other

Bill 296: features of such bonds, and provides for their. sale;
(con' t. ) and authorizes the issuance and sale of a like
principal amount of General Obligation Bond Anticipa-
tion Notes in anticipation of the issuance and sale
of said Bonds. (Intr. by: Mr. Kawahara) •

on second and final reading.
