The following are the recommendations of the Committee on Finance which
were considered at its meeting of May 25, 1977 :
COMMUNICATIONS
'No. 91: CLAIM - JERRY W. IGNACIO •
From Jerry W. Ignacio dated January 12, 1977, submit-
ting claim of $103. 19 for reimbursement of cost of
damages sustained to his pickup truck in the course
of his duties as a police officer assigned to the
North Hilo district. Informs incident occurred on
July 23, 1976, when on the request of his commanding
officer, he used his personally owned truck to perform
police duties.
91. 1 : From Deputy Corporation Counsel Lionel D. Meyer
dated May 17, 1977 , submitting for filing, a Release
from Police Officer Jerry W. Ignacio.

'No. 214: KAHALUU BAY - PROPOSED MARINE RESERVE
From Councilman William S. Kawahara dated March -9, 1977,
submitting for recommendation a communication from
Mayor Matayoshi in response to his inquiry on the
possibility of converting Kahaluu Bay into a marine
reserve. Inasmuch as it would require approval of
the State, he is referring it to the Council for
discussion and hopefully, approval for further
follow-up with the State.

Chairman to correspond with the Division
of Fish and Game to see what more has to
be done and, hopefully, the University of

No. 2422 : PROPOSED PROJECTS TO BE FUNDED FROM BOND ISSUE
From Director of Finance Stanley A. Nakamae dated
May 5 , 1977, submitting as requested, a list of
proposed projectsto be funded from proceeds of the
next bond issue. The total comes to $3,423, 000, a
little more than the $3,000,000 that will be available
from the $7 , 000, 000 issue, which will also be used to
retire outstanding bond anticipation notes ($2,000, 000)
and for water projects ($2, 000,000) .

4,41.C- No. 314: BIDS FOR HELICOPTER SERVICES
(Res. 98) From Director of Finance Stanley A. Nakamae dated
May 5, 1977 , requesting adoption of the resolution
approving a three-year contract for helicopter services.
Informs the total base cost per year at 600 hours of
flying time is $164, 904; the budget for FY 1977-78
contains a helicopter appropriation request of $154,000.
In order to award this contract, requests that $15,000
be added to the helicopter appropriation for FY 1977-78.

d 340: RATE OF COMPENSATION FOR LEGAL CONSULTANT SERVICES
�i !lLY FOR IMPROVEMENT DISTRICT NO. 11 (DISCOVERY HARBOUR)
From Deputy Corporation Counsel Alan M. Okamoto dated
May 12, 1977 , requesting approval to retain a special
legal consultant at the rate of $90. 00 per hour in
matters related to the bond payments due on Improve-
ment District No. 11,:, If the request is approved,
anticipates that Robert J. Hill will be the partner
furnishing the services for Wilson, Jones, Morton
and Lynch, legal consultants for the County in I. D. 11,
since he has rendered advice and consultation services
to the County previously. The funds to pay the con-
sultant will come from the I. D. 11 hinds since such
expenses are those reasonably related to the running
of that improvement district.
Approve request to retain special
legal consultant.

COUNTY OF HAWAII
From Deputy Corporation Counsel Earl T. Nakasato
dated May 18, 1977, recommending settlement of claim
in the amount of $9,500.
Approve settlement in the amount
of $9, 500 and refer to Finance
Director for funding.
RESOLUTIONS
No. 97 : SALARY ORDINANCE AMENDMENT
Amends the salary ordinance for the Department of
Water Supply.
Approve and recommend adoption.
No. 105 : SALARY ORDINANCE AMENDMENT
Amends the salary ordinance for the Department of
Parks and Recreation, Recreation Division.
Approve and recommend adoption.
No. 108: TRANSFER FUNDS
(C-124.4) Transfers Anti-Recession Contingency Fund of $44, 184
to Visitor Promotion and Satisfaction-West Hawaii.

No. 340 : RATE OF COMPENSATION FOR LEGAL CONSULTANT SERVICES
FOR IMPROVEMENT DISTRICT NO. 11 (DISCOVERY HARBOUR)

dated May 12, 1977, requesting approval to retain
