were considered at its meeting of July 27, 1977 :

(Bill 323) BOND ISSUE FOR PROJECTS APPROVED IN CIP ORDINANCE 289
From Director of Finance Stanley A. Nakamae, dated
July 12, 1977, submitting for favorable action an
ordinance bill which authorizes, use of proceeds
from the 1977 Series B' bond issue (to be sold July 21,
1977) for projects approved in Ordinance 289 , the
capital budget for fiscal year 1977-78.
Approve and recommend passage of
Bill 323 on first reading.
ka, d- No. 340. 1: PAYMENT OF LEGAL CONSULTANT FOR IMPROVEMENT DISTRICT
NO. 11 (DISCOVERY HARBOR AND ADJACENT LANDS)
From Deputy Corporation Counsel Alan M. Okamoto dated
June 23, 1977, informing they are in receipt of a
bill of $3, 138. 71 from Mr. Robert J. Hill for services
rendered in connection with the June 1, 1977 public
hearing on ad valorem assessment. Since the Council
authorized payment not to exceed $3,000 (C-340/FC-10) ,
requests authorization to pay $138. 71 more to
Mr. Hill for services rendered.
Approve request.
/No. 342. 1: CLAIM VICKI FELKER (C-1380)
From Deputy Corporation Counsel Earl T. Nakasato
dated July 6, 1977, transmitting for filing, a Release
executed by claimant Vicki Felker. Informs
settlement of Miss Felker' s court action (Civ. No.
4013, Felker vs. Poovey and County of Hawaii) was
made in the amount of $10,000, of which $9,500 was
the County' s share and $500 was paid by the
co-defendant.

(Bill 324) r�om Director of Finance Stanley A. Nakamae dated
July .12,, 1977, informingone of the fees that was.
slated for increase in the budget was dog license
fees and submits an. ordinance bill that proposes the
following fee schedule: Sterilized dogs, $1.00;
Unsterilized dogs, $3.00. A certificate 'from a
veterinarian "licensed in the State must be presented
as proof of. sterilization. '
Approve and recommend passage of
Bill 324. on first reading.

(Res. 135 & From Director. of Finance Stanley A. Nakamae dated
136). July 12, 1977, submitting for consideration, two`'
resolutions 'relating to destruction of records :
1. Resolution appointing the Chairman &f the
finance, committee to serve on the "Committee for
Destruction of Records. "
2. Resolution authorizing the director of finance
to destroy paid warrants, cancelled and paid serial
bonds and interest coupons that meet statutory
requirements for. destruction. ,
Approve; and' recommend adoption of
Resolutions 135 and 136.

No. 449 COLLECTIVE BARGAINING PARAMETERS (MOTION 6)
From Finance " Committee -Chairman dated July 15, 1977,
submitting for approval theattached, in response
to Motion 6 which directed the Finance Committee
to analyze the County' s revenue projections and
come up with parameters to be transmitted to the
administration to, be used as . guidelines .for
collective bargaining purposes.
Recommend' approval for transmittal
to administration'. . "

July 18, 1977,. submitting for filing a Release
