HomeMy WebLinkAboutREP FC 020 10/12/1977 1976-1980 r 4110 110 COMMITTEE ON FINANCE REPORT No. Chairman and Members of the Hawaii County Council Hilo, Hawaii The following are the recommendations of the Committee on Finance which were considered at its meeting of October 12, 1977 : COMMUNICATIONS AC- No. 537 : COLLECTIVE BARGAINING AGREEMENT - HAWAII FIRE FIGHTERS ASSOCIATION rom '.yor 'er•ert . v.tayos 1 .ate. eptem•er • , 677, informing that the Agreement between the Hawaii Fire Fighters Association, Local 1463, International Association of Fire Fighters, AFL-CIO (Unit 11) , and the County of Hawaii has been negotiated and ratified by unit employees. This Agreement will cover the two-year period from July 1, 1977 to June 30, 1979 ; the cost item to be approved by the Council involves wages as specified in the attached exhibit. Recommend approval and concurrence with administration in settlement of collective bargaining agreement with Hawaii Fire Fighters Association. (Oppose: Miss Lai and Mr. Sameshima) No. 547 : USER FEES From Edward F. Austin, President, Puako Community Association, informing they would like to go on record as favoring user fee charges to raise additional income but opposes real property tax rate increases. They feel park user charges seem patently fair; however, adequate and effective policing by park officials and police are necessary to enforce the regulations. Receive and file. Nakamae dated October 4, 1977, informing they have examined the various revenue and expense accounts and have attempted to forecast probable fund balances at June 30, 1978; however, cautions, against the blind use of these figures because of their tentative nature and the uncertainties that had to be considered in arriving at these estimates. Mr. Thomas Kunitomo, county pensioner, turned in a lapsed county warrant dated December 15, 1967, in the amount of $55. 87. Requests approval to issue a replacement for said warrant and charge the General Fund Contingency Account. Approve request. ALL, d No. 559 : FINANCIAL RESOURCES OF THE COUNTY OF HAWAII From. Councilman Muneo• Sameshima dated September 30, 1977, expressing concern about the financial resources of the County, especially as it relates to the projected deficit operating programs for the next several years. At the present time real 'property taxation is the major revenue source; that the key factor rests with the assessment practices which is supposed to be related to the "fair market value. " As the County will be faced with the possibility of a revenue shortage and a tax rate increase, suggests, the Finance Committee request that the Office of Corporation Counsel review the assessment practices of the State Department of Taxation to insure that:).F the County government is realizing its proper revenue receipts. - Request Corporation Counsel to review the assessment practices of the State Department of Taxation.
