The legislation would establish sustainable living research sites on parcels less
than 15 acres designated "agricultural"under state law, and a permit review
process that would exempt the sites from certain codes, ordinances, and rules.

A RESOLUTION URGING THE HAWAII STATE LEGISLATURE TO ENACT
LEGISLATION TO ESTABLISH SUSTAINABLE LIVING RESEARCH SITES AND
DELINEATE A PERMIT AND REVIEW PROCESS FOR THEIR IMPLEMENTATION.
WHEREAS, increases in human population, declining natural resources (topsoil, forests,
fisheries, minerals, and fuels), rising levels of air and water pollution, climate change,
unemployment, poverty, and other dangerously disruptive trends require immediate and creative
responses by private and government entities of all sizes and at all levels; and
WHEREAS, many citizens, families, organizations, and communities of Hawai`i are
ready, willing, and able to develop, test, refine, and implement a wide range of innovative
methods, technologies, and holistic systems that increase the productivity, resilience, health, and
sustainability of Hawai`i's economy, ecosystems, people, and culture; and
WHEREAS, the County of Hawai`i adopted Resolution 302-12 urging the Hawai`i State
Legislature to enact legislation to establish sustainable living research sites on parcels less than
15 acres that are designated"agricultural" under state law in Hawai`i; and
WHEREAS, a sustainable living research site is defined in HB 873 H.D. 1 as an area
that is subject to a sustainable living research site permit issued by the planning department; and
WHEREAS, the short-term goal of sustainable living research sites is to develop
sustainable resources and practices such as community resource sharing, natural or recycled
building materials, thermal and solar heating or cooling systems, renewable power generation,
water harvesting, contained sewage treatment systems, and food production; and
WHEREAS, the long-term goal of these sites is to develop research that will contribute
to emergency preparedness development in Hawai`i; and
WHEREAS, HB 873 H.D. 1 will allow and encourage sustainable projects within a
county to research new low-impact ways of living and growing food without the limitations
imposed by traditional codes and ordinances; and
WHEREAS, HB 873 H.D. 1 will enable the construction of what are often referred to as
"ecovillages," which are innovative and rapidly developing both nationwide and internationally,
but which are not permitted under Hawai`i's current laws; and
WHEREAS, HB 873 H.D. 1 will establish a permit and review process that exempts
sustainable living research and sites from certain county codes, ordinances, and rules; now,
therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that the
Hawai`i State Legislature is urged to enact legislation to establish sustainable living research
sites and delineate a permit and review process for their implementation.
BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this
resolution to the Honorable Governor David Ige, the President of the Hawai`i State Senate and
the Speaker of the State House of Representatives for distribution to all State Senators and
Representatives.
