Sebastian dated October 1$, 1977, expressing concern of the efforts by the County Council to reduce the salaries of the Police Chief and Deputy Police Chief and commends them for having done a remarkable job in devising innovative management techniques to achieve effective police service while under severe and continuing fiscal constraints: Receive and file . .tcc_ 2-- No . 553 : FISCAL YEAR 1976-77 FUND BALANCES (Bills 345, From Mayor Herbert T. Matayoshi dated September 2$, 346, 347, 1977, reporting that manpower and expenditure controls 34$, & 349 ) resulted in a fund balance of $659, 852 .26 for fiscal year 1976-77 that exceeded estimates used in the 1977-7$ budget . However, all of the fund balance is not free and clear money that are available for appropriation; it must be reduced and/or reserved as explained in the communication: Approve and recommend passage of Bills 345, 346, 347 and 34$ on first reading. (Mr. Domingo opposed the $50,000 appropriation for the Kohala Task Force Audit . ) ,4c . 0 -- No . 563 : CLAIM OF JOSEPH HENRY MEDEIROS (C-1318 - May 12, 1975 ) From Corporation Counsel Stephen G. Bess dated October 6, 1977, informing they rejected the claim as submitted and no law suit was filed within two years of the date of the accident which allegedly caused injuries to Mr. Medeiros; since the statute of limitations has run on the claim, the County cannot be held liable for the alleged injuries and they are closing their file on the matter: Receive and file . (v_. _ No . 564: CLAIM FOR WORKERS ' COMPENSATION GEORGE RODRIGUES vs. COUNTY OF HAWAII, DEPARTMENT OF PUBLIC WORKS CASE NO. AB 77-149 (H) , (H-75-2954) DATE OF ACCIDENT: 10/21/75 From Deputy Corporation Counsel Lionel D. Meyer dated October 6, 1977, requesting an appropriation of $10,000 in settlement of the above case and informs he would like to discuss the case in an executive meeting pursuant to Section 92-4, Hawaii Revised Statutes: Approve settlement in the amount of $10, 000 and refer to Finance Director for funding. FC- 21 - 3 ® October 26, 1977 L ,,-- No. 569 : TRANSFER OF BUILDING AND TOWER AT KULANI CONE (Res. 177) From Director of Finance Stanley A. Nakamae dated October 7, 1977 submitting a resolution authorizing transfer of building and tower located at Kulani Cone, Kulani, which are no longer needed by the police department, to the State Department of Regulatory Agencies : Approve and recommend adoption of Resolution 177 . No . 575 : FEE SCHEDULE FOR PUBLIC RECORDS (Bill 357) From County Clerk R. B. Legaspi dated October 1$, 1977 submitting Bill 357 which proposes certain increases in fees for public documents; believes the changes are in order as the existing rates have been in effect since 1967, and inflation alone justifies the increase : Approve and recommend passage of Bill 357 on first reading. No . 5$0: EASTER SEAL SOCIETY - REQUEST FOR FINANCIAL SUPPORT From Steve Norris, Executive Director, Easter Seal Society for Crippled Children and Adults of Hawaii County, dated October 11, 1977, submitting copy of the testimony prepared. for the Senate Health Committee which will provide the background on the serious problems still facing the disabled citizens of the Big Island . Informs they concluded FY 1976-77 with a $23, 000 deficit and their current membership campaign now appears clearly unable to produce the $25,000 they had budgeted ; appeals to the Council for immediate financial support to preclude the necessity of terminating services for many of their present clients: Receive and file . RESOLUTION No . 175: SALARY ORDINANCE AMENDMENT Amends the Salary Ordinance for the Department of Public Works (Bureau of Sewers and Sanitation) and Department of Parks and Recreation (Recreation Division) : Approve and recommend adoption.
