The following are the recommendations of the Committee on Finance which
were considered at its meeting of November 9, 1977 :
COMMUNICATIONS
No. 83: CLAIM - ANDREAS J. SCHOEMAKER
From A. J. Schoemaker dated January 9, 1977 filing a
claim of $1, 167. 00 for restitution from the County
for his 1976. Mercury Monarch; contends that on
December 27, 1976, the police department due to the
negligent performance of some officers, was
responsible for the loss of his stolen car after it
was found.
83. 1: From Sally Combs, Claims Representative, Fireman' s
Fund, 'dated January 21,1977, informing that because
of the police department' s negligence in allowing
several hours to lapse between the initial recovery
of the insured' s vehicle until the time that they
arrived at the scene of the recovery, feels they
should be reimbursed for the difference between the
actual cash value of the vehicle, $4, 800, and the
cost of the claim had the vehicle not been stolen
a second time; assumes this figure to be somewhere
in ,the neighborhood of $4, 600.
/LC- 83. 2: From Deputy Corporation Counsel Lionel D. Meyer
dated October 24, 1977, informing based upon their
investigation and legal research, they are of the
opinion that the subject claim should be denied.

ØNo. 310.4: KOHALA TASK FORCE INVESTIGATION
Copy of letter to Chairman Harvey S. Tajiri from
Councilman Dahlberg dated November 3, 1977, requesting
the Chairman appoint an Ad Hoc Committee of three
to draft the specification for the Kohala Task Force
investigation.
Receive and file C-310. 4; and recommend
that an Ad Hoc Committee be appointed
to address itself to the scope and
guidelines of the Kohala Task Force
investigation and that the Council
Chairman, as authorized by the Rules
of Procedure of the Council of the
County of Hawaii, appoint the members
to said committee.

No. 443: CLAIM OF ROBERT KAMELAMELA, ET AL.
From Andrew c. Levin, Attorney at Law, dated
July 12, 1977, filing a claim on behalf of his
clients, Robert Kamelamela, May Kamelamela and
Robert A. Kamelamela, in the amount of $500, 000.
Informs the claim arises out of an automobile ,
accident on Kanoelehua Avenue at the intersection
of Kawailani Street on May 6, 1977, when the vehicle
driven by Mr. Kamelamela struck a vehicle driven by
Mr. Noriyoshi Murata who was killed. Mr. Kamelamela
and his passengers all suffered personal injuries
and the vehicle was a total loss.
, C- 443. 1 : From Corporation Counsel Stephen G. Bess dated
October 24, 1977, informing after conducting a
thorough investigation as to the cause of the
accident, recommends that the claim for damages be
denied; their investigation indicates that- other
persons may be responsible for their claim.

XLEC- No. 491 : AMENDMENT TO COUNTY CODE RELATING TO FEES CHARGED
(Bill 329) FOR MOTOR VEHICLE OPERATORS AND LICENSES
From Deputy Corporation Counsel Lionel D. Meyer
dated August 15, 1977, submitting, pursuant to the
request of the Police Department, ' a bill for an
ordinance amending Chapter 2, Article 10, Section 8,
Hawaii County Code, -relating to fees charged for
motor vehicle operators and licenses.
Approve and recommend passage
of Bill 329 on first reading.
No. 559. 1 : REVIEW OF ASSESSMENT PRACTICES (C-559/FC-20)
From eputy Corporation Counsel Earl T. Nakasato,
dated October 28, 1977, informing that the request
• to review the assessment practices of the State
Department of Taxation goes far beyond the scope
of their duties; it was not the intent of Chapter 2
of the' County• Charter to place their office in the
position of an investigation/reviewing body.

No. 589 : AUTHORIZATION TO PURCHASE A THREE-YEAR FIRE INSURANCE
(Res. 187) POLICY ON COUNTY,BUILDINGS AND EQUIPMENT.
From Director of . Finance Stanley A. Nakamae dated
November 1, 1977, submitting for approval, a
resolution authorizing the purchase of a three-year
fire insurance policy on county buildings and
equipment. The old policy expired on October 31, 1977,
and the new bidder has issued a 30-day binder to
provide interim coverage.
Informs the new policy will cost $33, 253 a year
versus $15, 264 due to the rise in valuations from
$23 million to $38 million during the past three years.
As only $20,000 has been budgeted for fire insurance
premiums, 'requests the additional amount be trans-
ferred from some account such,. as the General Fund
Contingency. '
