Okamoto dated November 4, 1977, transmitting for approval, a draft of a new agreement for legal services between the Office of Aging and the Legal Aid Society which will be wholly funded from Federal sources; a new agree- ment for an additional one-year period is desirable to allow further assessment of the program. Recommend approval of new agreement. �No. 104: 1975-1976 FINANCIAL AUDIT rom egis ative Au itor Harry A. Takahashi dated January 20, 1977, submitting the finalized financial audit of the County of Hawaii covering the fiscal year 197544976, as submitted by the certified public accounting firm of Haskins and Sells. Informs they have requested and will receive very shortly an "overview" of the report from the Office of the State Legislative Auditor. 104. 2: : From State Legislative Auditor Clinton T. No. /630 Date: __.._...��C 5 191t, • FC-23 , - 2 November 29, 1977 No. 104. 3: From Department of Water Supply Manager Akira Fujimoto dated June 7, 1977, informing his department disagrees with the auditors ' recommendation that "a single data processing staff serve all• departments and divisions of the County, including the Department of. Water Supply. " Feels that conflicts would result by , having two separate units using the same pieces of.. equipment and cannot understand any reasoning why the department g,h61dlid1 relinquish control of the computer when the equipment effectively is owned by it. As far as they are concerned, all of their work will have priority and the Accounts Division can schedule its work accordingly. Receive and file. /6, 8_ No. 589. 1: . FIRE INSURANCE Froin Director of Finance Stanley A. Nakamae dated November 14, 1977, recommending deletion andaddition of values for buildings, as listed, in order .to bring down the total cost of fire insurance premiums.. Informs net deduction in value amounts to $7, 157, 000 or about 19 percent of the earlier estimated values of $37,991, 120 which was used for bidding purposes. If these properties are deleted and/or added, a new average rate would have to be computed and the reduction in premium may not be proportional. Request Finance Director to submit computation of new average rate to determine reduction of fire insurance premium. . Receive and file. RESOLUTIONS No. 188: SALARY ORDINANCE AMENDMENT Amends the. Salary Ordinance for the following depart- ments : County Physician, Office of the Mayor; Office of the Corporation Counsel; Child Support Division (Federal/County-Exempt Positions) ; Division of Accounts, Department of Finance; Department of Research & Development (Exempt/Contractual Positions) ; Maintenance Division, Department of Parks & Recreation; Department of Personnel Services; and Police Department. Approve and recommend adoption. (Oppose: Mr. Sameshima) No. 189 : ADVISORY COMMISSION TO DEVELOP COMPENSATION PLAN FOR APPOINTEES AND ELECTED OFFICIALS Resolves that the Mayor, with the approval of the Council, immediately appoint an advisory commission by authority granted under Section 4-4 of the Charter for the purpose ofdeveloping an appropriate com- pensation plan for appointees and elected officials to be considered for incorporation into the Salary Ordinance for 1978. (Intr. by: Miss Lai) Approve and recommend adoption of Resolution 189 , as revised. (Oppose: Mr. Domingo) • . FC-23 - 4 - November 29, 1977 ORDINANCE Bill 332 : SALARY ORDINANCE OF 1977 (1st Revision) An ordinance establishing the number and rates of (2nd Revision) compensation for all positions in departments, offices and other agencies of the County of Hawaii under the legislative control of the County Council, designating payroll periods, pay days, prescribing certain requirements with respect to overtime, perquisites and official fidelity bonds, and repealing Ordinance 225, and all amendments thereto; said ordinance to be known as the Salary Ordinance of 1977.
