HomeMy WebLinkAboutREP FC 025 01/10/1978 1976-1980 411 410 COMMITTEE ON FINANCE REPORT No. 25 Chairman and Members of the Hawaii County Council Hilo, Hawaii The following are the recommendations of the Committee on Finance which were considered at its meeting of January 10., 1978 : COMMUNICATIONS d- No. 283. 1 : AMENDMENT TO RULES AND REGULATIONS LIQUOR CONTROL ADJUDICATION BOARD From Hideo Kuniyoshi, Director, Department of Liquor Control, dated December 16, 1977, submitting for approval, an amendment to Rule 2. 5 of the Rules and Regulations of the Hawaii Liquor Control Adjudication Board adopted on December 12, 1977. The amendment to change the procedure of adjudication hearings will reduce the costs to both the board and the licensee involved and will expedite the hearing to an early conclusion. Approve amendment to Rules and Regulations of Hawaii Liquor Control Adjudication Board. No. 510: GUIDELINES FOR USE OF VOTER REGISTRATION COMPUTER TAPES (Bill 336) From County Clerk R. B. Legaspi dated August 30, 1977, submitting for review and approval, a bill to comply with Act 189 that the counties of the State of Hawaii be authorized to promulgate ordinances relating to guidelines foruse of voter registration computer tapes. Bill 336 : Amends Chapter 2 of the Hawaii County Code by (Revised) Adding a New Article Relating to Voter Registration. Approve and recommend passage of Revised Bill 336 on first reading. Receive and file. 4zue,- No. 648 : STATE OF HAWAII v. KENNETH DUKELOW REQUEST SPECIAL APPROPRIATION FOR EXPENSES OF PROSECUTION From Prosecuting Attorney Paul M. De Silva dated December 27, 1977, informing Deputy Prosecuting Attorney Andrew P. Wilson who left their staff on December 31, 1977, is prosecuting the case of State of Hawaii v. Kenneth Dukelow. Believes it is important to have Mr. Wilson continue with the case since he is intimately familiar with its complexities through extensive preparation and requests a special appropriation of $5 , 000 for expenses of prosecution. Approve request for $5 , 000 appro- priation and refer to Finance Director for funding. /&,, c_ No. 650: NEW POSITIONS FOR PROJECT MANAGEMENT - ENERGY (Res. 212) SELF-SUFFICIENCY FOR THE BIG ISLAND OF HAWAII BY 1990 From Mayor Herbert T. Matayoshi dated December 29 , 1977, informing he anticipates an early and favorable response to their grant proposal to the U. S. Department of Energy to fund at $125 ,000 a one-year program to prepare an action plan for the project, Energy Self-Sufficiency for the Big Island of Hawaii by 1990. Submits a resolution to create two positions for a 12-month term to provide the daily guidance and stenographic support of the project and informs it is anticipated that the Federal Grant will reimburse their salary fringe benefits in addition to much of their operating expenses. Approve and recommend adoption of Resolution 212. FC-25 - 3 - January 10, 1978 RESOLUTION . No. 211: SALARY ORDINANCE AMENDMENT Amends the salary ordinance for the Planning Department (Federally-Funded Contractual Positions) by adding one new position of Planner III (Economics) . SR-18. .
