Matayoshi dated January 3, 1977, transmitting as requested, a list of pending capital improvement projects for which appropriations have not been fully or partially allotted as of November 30, 1976. Unless directed otherwise, he is committed to proceed with implementation of the capital program; therefore; if the Council plans. to change the program, would appreciate its early action. Receive and file; and request administration to submit status report of capital improvement projects on a quarterly basis. 7No. 363: REQUEST EXPANSION OF FUNDS FOR CULTURE AND ARTS From Robert van der Wege, Culture and Arts Coordinator, City Spirit, dated May 24, 1977, requesting the culture and arts budget be expanded to $100,000. Receive and file. �No. 589. 2 : FIRE INSURANCE (RESOLUTION NO. 187) From Director of Finance Stanley A. Nakamae dated January 9 , 1978, informing the correct rate for the County' s new fire insurance policy is . 464 instead of . 364 and the annual premium is $27, 287 instead of $22, 260; believes that $27, 287 is still reasonable and recommends approval. Matayoshi dated January 13, 1978, submitting a resolution to transfer $46,000 from the Research and Development Department to the Mayor' s Office to fund the positions of pro- ject manager and senior clerk-stenographer for the Energy Self-Sufficiency Project, which is reimbursable from the U. S. Department of Energy upon approval of the grant application. Approve and recommend adoption of Resolution 216. No. 651 : GRANTS-IN-AID From Mayor Herbert T. Matayoshi dated January 5 , 1978, submitting for information a copy of Governor Ariyoshi' s letter advising of the release of only $404, 141 in additional grants-in-aid from the $1,065,001 appropriated by the Legislature, and the additional $36, 741 to meet cost requirements under the negotiated firemans ' contract. INo. 658 : SUPPORT FOR RE-ENACTMENT OF COMPREHENSIVE EMPLOYMENT AND TRAINING ACT (CETA) Copy of letter sent to Congressional Delegation from Councilwoman Merle Lai dated January 16, 1978, requesting support for the re-enactment of the CETA program as it constitutes a vital role in providing proper job ,training, more public services and lowering the unemployment rate. RESOLUTIONS No. 34: UNCOLLECTED DELINQUENT REAL PROPERTY TAXES Requests that the "Tax Collector, State of Hawaii, submit to the Council of the County of Hawaii a copy of their "delinquent trial balance and an explanation of their collection procedures, especially those that are delinquent.
