The following are the recommendations of the Committee on Finance which
were considered at its meeting of February 6, 1978:
COMMUNICATIONS
No . 124.6 : ANTIRECESSION FUNDS
From Mayor Herbert T . Matayoshi dated November 3, 1977,
reporting the receipt of $3$3, 271 in Federal funds from
the Antirecession Fiscal Assistance to State and Local
Government which covers the quarter from October 1, 1977
to December 31, 1977 . Since the purpose of this
program is to counter the damaging effects of the
recession of the local economy by the infusion of
Federal funds, believes that quick expenditure to aid
the construction industry will be a wise use of these
funds that conform with the purpose of the program,
yet protects investment in facilities while enhancing
their use ; therefore, submits for consideration in
possible funding, a list of repair projects by
departmental priorities.
124.7 : From Mayor Herbert T . Matayoshi dated January 5, 1978,
submitting for discussion purposes an ordinance bill
for timely appropriation of antirecession funds, which
must be appropriated or obligated before the end of
the six-month period following receipt of a payment .
Recommend passage of Bill 365 on
first reading and refer back to
Finance Committee .

No . 407: DISCOVERY HARBOUR IMPROVEMENT DISTRICT NO. 11
From Mark E. Thomas dated June 17, 1977, informing
that he is willing to convert his Discovery Harbour
bonds to lots in the subdivision through the bidding
process under conditions, as listed .
407 .1: From Mark E. Thomas dated -August 1, 1977, informing
the present assessment district law under which
Improvement District No . 11 was formed is a very poor
law for both bondholders and lot owners and suggests
that a new assessment district law be enacted if
future residential assessment districts are to be
considered, such as a law patterned after the
Assessment District Act of 1911 (California) in which
a bond is issued against each lot in the subdivision
in the amount of the assessment thereon.
407 .2 : From Mark E. Thomas dated August 1, 1977, recommending
the Corporation Counsel be directed to petition the
court to make permanent the injunction against the
ad valorem assessment tax used to replenish the
reserve fund .
/407 .3 : From Deputy Corporation Counsel Alan M. Okamoto dated
November 23, 1977, informing the Finance Director and
he would like to present an oral report on the status
of Improvement District No . 11 and would like to
discuss a number of matters that were raised by their
consultant .

the County Council to discuss an amendment to the
settlement agreement in the above case.
Accept recommendation of Corporation
Counsel to settle the PTD claim for
$6,669 .00 and leaving future medical
expenses open.

,d4a d- No . 669 : PAYMENT OF SALARY AT LS-12 (a) FOR DEPUTY PROSECUTING
ATTORNEY
From Mayor Herbert T. Matayoshi dated January 3O, 197$
requesting, pursuant to Section 3 (d ) of the Salary
Ordinance, approval of the payment of salary at LS-12 (a) ,
$22,60$ per annum, for the new Deputy Prosecuting
Attorney, effective February 1, 1978, replacing Deputy
Prosecuting Attorney Andrew Wilson, who resigned . The
latter was receiving salary at LS-12 (e) , $27,312 per
annum.

ORDINANCE
Bill 364 : AMENDMENT TO CIP BUDGET
Amends rdinance No . 2 9 relating to public improvements
and financing thereof for the fiscal year July 1, 1977
to June 30, 1978 by lapsing the appropriation of
$50,000 for Baker 's Beach Acquisition and Development
(Section 2 of Ordinance 232) and by adding the
Liliuokalani Beach project, $50,000 (Section 1,
Subsection B of Ordinance 2$9 ) .
