From Haskins & Sells dated February /, 19 /8,
submitting copies of their report dated October 14,
1977, on County of Hawaii, Community Development
Block Grant Programs B-75-HN-15-0001, B-767HN-15-0001,
and B-76-DN-0002 for the period ended June 30, 1977.
Receive and file; and request
administration to submit by
May 1978 a follow-up report on the
recommendations contained in the
audit. .
�No. 389: BUDGET REVIEW
From Councilwoman Merle K. Lai dated June 6, 1977,
submitting for consideration, her proposal for the
1977-78 operating budget.

Councilwoman Merle K. Lai dated January 13, 1978,
informing that the County should exert every effort
to improve its financial procedures by considering
innovative or proven techniques, as listed, to pro-
vide government services more effectively as well
as efficiently, and asks support of these ideas.

Jack K. Suwa from Mayor Herbert T. Matayoshi dated
January 25 , 1978, requesting favorable consideration
of an amendment to Section 83 of Act 10, First
Special Session, 1977, regarding subsidies to
counties.

�No. 675 : REPORT ON 1977 LEGISLATIVE SESSION LOBBYING EFFORTS
From Stanley A. Nakamae, Director of Finance,
dated February 2, 1978, reporting on the payments
made to Clifford Lum, work that was done and the
benefits realized by Hawaii County from his lobbying
efforts during the 1977 legislative session.

Oce, a -- No. 694: 1977-78 ,FINANCIAL AUDIT
From FC Chairman Harvey S. Tajiri dated February 13,
1978, recommending the selection of Peat, Marwick,
Mitchell & Co. to do the 1977-78 financial audit
as required by Section 10-13 of the County Charter.
Further recommends that the Legislative Auditor be
authorized to negotiate a favorable fee.
Approve selection of Peat, Marwick,
Mitchell & Co. to conduct the 1977-78
financial audit of the County of Hawaii
and authorize the Legislative Auditor
to negotiate a favorable fee.
RESOLUTION
No. 223: SALARY ORDINANCE AMENDMENT
Amends the salary ordinance for the Office of
County Council by reallocating one position of
Telephone Switchboard Operator-Clerk SR-8 to
Clerk-Typist SR-8.
Approve and recommend adoption.

(Amended) Amends Ordinance 288, as amended, appropriating
estimated revenues , receipts and surplus for
expenditure in the fiscal year ending June 30, 1978.
