HomeMy WebLinkAboutREP FC 029 03/08/1978 1976-1980 • COMMITTEE ON FINANCE REPORT No, 29 Chairman and Members of the Hawaii County Council Hilo, Hawaii The following are the recommendations of the Committee on Finance which were considered at its meeting of March 8, 1978: COMMUNICATIONS No. 407.4: IMPROVEMENT DISTRICT NO. 11 - DISCOVERY HARBOR From Deputy Corporation Counsel Alan M. Okamoto dated January 26, 1978, requesting authorization to retain Robert J. Hill of the firm of Wilson, Jones , Morton and Lynch, at the rate of $90 per hour plus reasonable expenses , to handle special problems that have arisen with respect to I .D. No. 11. Informs they are unable to give a precise estimate of the cost of Mr. Hill' s services but would expect the cost to exceed $5 ,000. If the Council so wishes , they could retain Mr. Hill with the understanding that should he exceed a certain amount in billing, he contact their office before proceeding further and they, in turn, could apply to the Council for further authorization. Approve request to retain special counsel at a cost not to exceed $5 ,000. 407.5 : From Deputy Corporation Counsel Alan M. Okamoto (Res . 224) dated February 7, 1978, transmitting for con- sideration and adoption, a proposed resolution authorizing the Director of Finance to create and administerd.a: procedure to ensure the payment of principal and interest to bondholders of I .D. Al, FC-29 - 2 - March 8, 1978 No. 693 : SETTLEMENT OF LAWSUITS From Corporation Counsel Stephen G. Bess dated February 14, 1978, responding to criticism for "excessive settlement of lawsuits" and reports on claims and lawsuits that were settled by their office out-of-court. Informs as chief legal advisor to the County, he will continue to recom- mend that settlement discussions be held in executive sessions pursuant to State and County law whenever such sessions will be in the best interest of the County of Hawaii. Receive and file. 18 2 No® 703 : 24-HOUR FIRE PROTECTION FOR KA' U (RESOLUTION ) From Mayor Herbert T. Matayoshi dated February 15 , 1978, informing the Fire Department is presently working out the specific details with Ka' u Sugar Company for the use of a three-bedroom cottage at Pahala for use as a temporary fire station. Further informs that a 24-hour, two-man around- thesclock arrangement is not possible at this time but the department can support a one-man 24-hour service supplemented by the Ka' u volunteer fire fighters . Receive and file. No. 707: REISSUANCE OF WARRANT From Director of Finance Stanley A. Nakamae dated February 16, 1978, requesting authorization to reissue Warrant No. 62 in the sum of $910 .00 dated July 30, 1975 , and payable to the Trustees of the Estate of Bernice Pauahi Bishop. Approve request to reissue Warrant No. 62. No. 711: AMENDMENT TO SALARY ORDINANCE (Res . 231) From Director of Personnel Service Edward L. Silva dated February 21, 1978, submitting a resolution , amending Salary Ordinance as a result of initial allocations of two temporary-as-needed positions involved in the training of equipment operators . Adjustments for the positions will be from the department' s present fiscal year' s appropriation. Approve and recommend adoption of Resolution 231. , 111-- S FC-29 - 3 - March 8, 1978 No. 712: CLAIM OF CLAIRE ACKERMAN ACCIDENT OF AUGUST 15 , 1975 From Deputy Corporation Counsel Earl T. Nakasato dated February 16, 1978 , informing the statute of limitations has run against the claimant and recommends denial of the claim. Accept recommendation of Corporation Counsel and recommend that the claim. be Ldenied. No. 716 : FLEXIBLE HOURS From Councilwoman Merle K. Lai dated February 28, 1978, submitting for review, responses to her inquiry of the administration as to the concept of incorporating flexible work hours for some of the County' s services to expand the availability of services to the general public. Because of the ramifications of the proposal, suggests that a public hearing be scheduled after the April 1st Council meeting to give concerned parties the opportunity to_ present testimonies. Recommend Finance Committee hold a public hearing on Wednesday, April 5 , 1978 at.. 7 p.m. in the Councilroom. to hear testimony on the proposal to modify the work schedule for certain employees to expand County services . No. 717: HR RESOLUTION 227 REQUESTING THE GOVERNORS TO RELEASE FUNDS APPROPRIATED TO, 'COUNTIES From. George M. Takane, Clerk, House of Representatives , dated February 27, 1978, transmitting copy of House Resolution No. 227 which was adopted by the House of Representatives of the Ninth Legislature, requesting the Governor to release funds appro- priated to counties .
