The following are the recommendations of the Committee on Finance which
were considered at its meeting of March 21, 1978:
COMMUNICATIONS:
No. 390: CLAIM - RAYMOND RODRIGUES
From Mrs. Helen Rodrigues dated June 6, 1977, filing
a claim for damages to her vehicle. Imforms on
April 20, 1977, her son was involved in an accident
at Hoku and Mauna Kea Streets due to the fact that
the stop sign was covered with hapuu leaves and
not visible.
,&e. 2- 390.1: From Deputy Corporation Counsel Earl T. Nakasato
dated March 6, 1978, informing after conducting
a thorough investigation of the claim, that the
County of Hawaii is not liable for the damages
resulting from the accident; therefore, recommends
that the claim be denied.
Accept recommendation of Corporation
Counsel and recommend that the claim
be denied.
�No. 657: CLAIM - GAIL Pu MEDEIROS
From Gail P. Medeiros submitting a claim for
damages to her car caused by a rock left by a
grader while the road that goes to Pahoa High School
was being repaired by the County. Said incident
occurred on January 17, 1978.
402, d- 657.1: From Corporation Counsel Stephen G. Bess dated
March 8, 1978, informing after having investigated
the claim, believes that the County of Hawaii cannot
be held responsible for the alleged damages to
Ms. Medeiros ' vehicle; accordingly, recommends that
the claim for damages be denied.

4eUc-- No. 724: SALARY ORDINANCE AMENDMENT - POLICE DEPARTMENT
(Res. 239) From Edward L. Silva, Director of Personnel Services,
dated March 1, 1978, submitting a resolution amending
the salary ordinance to reallocate two positions
of Assistant Radio Mechanic-Technician WB-12 to
Radio Technician , I SR-19 as the functions have
changed in that the paramount requirement is no
longer the skilled trades knowledge, but that of
the knowledge of the overall radio communications
system and in keeping it operating within its
maximum capability. Funding for these positions
will beGfrom the department 's present fiscal year's
appropriation.
Approve and recommend adoption
of Resolution 239.
e_ No. 726: ADJUSTMENT IN SALARY FOR DEPUTY PROSECUTING ATTORNEY
From Mayor Herbert T. Matayoshi dated March 3, 1978,
requesting, pursuant to Section 3 (D) of the 1977
Salary Ordinance, approval of the adjustment of
salary from LS-12 (a) , $22 ,608.00 per annum, to
LS-12 (b) , , $23, 700.00, additional cost of $91.00
per month, effective March 1, 1978, for Deputy
Prosecuting Attorney Christopher J. Roehrig. The
costof the adjustment will be from present depart-
mental appropriation.' -
Approve request.
C- No. 733: SALARY ORDINANCE AMENDMENT - OFFICE OF HOUSING AND
(Res. 244) COMMUNITY DEVELOPMENT
From Edward L. Silva, Director of Personnel Services
dated March 10, 1978, submitting a resolution
amending the salary ordinance by adding a new posi-
tion of Account Clerk SR-10 for the Office of
Housing and Community Development (Federally Funded-
Exempt Position) , Office of the Mayor. The request
to fill the position, which was created June 1, 1977,
is based on operational expansion in the area of
new constructions under the federal housing appro-
priation and involvement in the Community Development
Block Grant Program. '
