The following are the recommendations of the Committee on Finance which
were considered at its meeting of April 26, 1978:
COMMUNICATIONS
"No. 581. 3: OPERATION CRIME STOP
From Chief of Police Guy A. Paul dated April 4, 1978 ,
submitting as requested Operation Crime Stop monthly
reports for January through March.
Receive and file.
No. 649: FINANCIAL AUDIT FOR FISCAL YEAR 1976-1977
From Legislative Auditor Harry A. Takahashi dated
January 3, 1978 , submitting the finalized financial
audit of the County of Hawaii covering the fiscal
year 1976-1977, submitted by the certified public
accounting firm of Haskins and Sells , in compliance
with Section 10-13 of the County Charter. Informs
they have requested and will receive very shortly
an "overview" of the report from the Office of the
State Legislative Auditor.
649. 1: From Legislative Auditor Harry Takahashi dated
February 3 , 1978, submitting for disposition the
"overview" from the State Legislative Auditor
Clinton T. Tanimura of the Financial Audit of the
County of Hawaii for Fiscal Year 1976-77.

No. 756: CLAIM - STEPHEN G. BESS
From Corporation Counsel Stephen G. Bess dated
April 5, 1978, requesting reimbursement of $230. 00
for a tape recorder which was lost or stolen from
him on his way back to Hilo from Prudhoe Bay,
Alaska. Informs in May, 1976, he traveled to
Alaska to interview a former police officer,
Jeffrey Maurer, in connection with his defense of
two different civil suits filed against the County
roff1Hawaii. Because there were no court stenographers
available in Prudhoe Bay, he took the depositions
of Mr. Maurer byomeans of a portable tape recorder
which he borrowed from the County Attorney' s office
in Fairbanks , Alaska. As a result of the loss of
the recorder, Mr. Bess paid $230 . 00 of his own money
to Earle M. Alexander of Hilo to have a similar
tape recorder sent to the County Attorney' s office
in Alaska.
Approve request for reimbursement
and refer to Finance Director for
funding.
C - No. 761: SPECIAL COUNSEL TO COMPLETE REVIEW OF COUNTY CODE
From Stephen G. Bess, Corporation Counsel, dated
April 18 , 1978, requesting the Council take formal
action to approve the agreement executed on July 1,
1976, to hire Special Council, Gilbert Hara , to
complete the review of the proposed County Code
in order that Mr. Hara can be paid for services
rendered pursuant to the terms of the agreement.

A-eue- No. 762: HARRY PACHECO, CLAIMANT-APPELLEE V. COUNTY OF HAWAII
DATE OF ACCIDENT: JANUARY 20, 1972
From Lionel D. Meyer, Deputy Corporation Counsel ,
dated April 20 , 1978, requesting to meet in
executive session with the Finance Committee to
discuss the settlement of the subject case presently
pending before the State Labor and Industrial
Relations Appeals Board.
Accept recommendation of Corporation
Counsel to settle the claim for
$10,000 and legal fees not to exceed
$1, 500.

Approve the request upon the following
conditions : (1 ) That Mr. Bess provide
the Council with evidence that he was not
negligent in the loss of the tape recorder;
and (2 ) That Mr. Bess provide proof that
he in fact expended $230 to replace the
missing tape recorder.
