The following are the recommendations of the Committee on Finance which
were considered at its meeting of May 12 , 1978:
COMMUNICATIONS
,Lc.- No. 124. 9: FEDERAL ANTI-RECESSION FISCAL ASSISTANCE FUNDS
(Bill 389) From Director of Finance Stanley A. Nakamae dated
April 20, 1978, informing they have received two
payments of Federal anti-recession fiscal assistance
funds and requests passage of the bill to appropriate
these funds; advises that the budget for 1978-79
depends on use of this money for operating purposes .
Approve and recommend passage of
Bill 389 on first reading.
�No. 150. 3: AUDIT REPORT OF COMMUNITY DEVELOPMENT BLOCK GRANT
PROGRAMS FOR PROGRAM YEARS 1975 AND 1976

From Deputy Managing Director Megumi Kon dated
April 18, 1978, submitting report to HUD outlining
the steps that have been taken to correct the findings
contained in the audit report.

No. 649. 2: EDP SYSTEM FOR COUNTY
From Director of Finance Stanley A. Nakamae dated
February 23 , 1978, submitting a report by
Dr. Kah Hie Lau which examines three alternatives
to meeting the County' s computerized information
system and recommends strongly that the administration
be authorized to proceed with implementation plans
for the in-house, on-line computer as outlined in
the report.

No. 649. 3: From Director of Finance Stanley A. Nakamae dated
May 5 , 1978 , informing he is agreeable to modifying
his earlier recommendation that the County obtain
the use of an in-house, on-line computer. At the
earliest feasible opportunity, the County will con-
vert to an on-line system but as an interim measure,
he is willing to negotiate an agreement with the
Department of Water Supply for use of their Systems
3 computer and lists things that need to be done
in order to implement this modified recommendation.
Authorize Finance Director to negotiate
a favorable agreement with the Depart-
ment of Water Supply for use of their
Systems 3 computer and implement those
items that need to be done in order
to proceed with the EDP system for
the County of Hawaii.
No. 732: REQUEST FROM KONA VILLAGE RESORT TO INSTALL
RED LIGHTS ON EMERGENCY VEHICLE
From Jerry Ramaker, Chief Security & Fire Protection,
Kona Village Resort, dated March 2 , 1978 , requesting
approval to install rotating red lights on their
patrol and emergency rescue vehicle. Informs the
management of Kona Village Resort feel that the
proper equipment and use of the vehicle is of vital
importance to the health and well being of their
employees and house guests , and assures that the
lights will be used with great discretion and only
when needed for an emergency.
/Lt.-C.- 732. 1: • From Deputy Corporation Counsel Earl T. Nakasato
dated May 3 , 1978, submitting opinion on whether
the County Council has the authority to designate
"authorized emergency vehicles . "
Recommend designation of the Jeep
4-wheel drive station wagon owned by
Kona Village Resort as an "authorized
emergency vehicle" and that the vehicle
be equipped with flashing; red lights
pursuant to Section 20-B & C, Article 18
of Chapter 6, Hawaii County Code.

(Res. 260) From Director of Finance Stanley A. Nakamae dated
April 19 , .. 1978, submitting for favorable action,
a resolution authorizing sale of two old cottages ,
one situated at Onekahakaha Beach and the other at
Waimea Park.
Approve and recommend adoption
of Resolution 260 .

From Director of Finance Stanley A. Nakamae dated
April 20 , 1978 , requesting authorization to reissue
a check to replace lapsed check number 18064 in the
sum of $26.88 payable to Tsukasa Inoue dated
May 24, 1976.

�No. 778: REQUEST FOR SPECIAL COUNSEL
From Councilman Muneo Sames,hima dated April 26, 1978,
informing Corporation Counsel Stephen G. Bess has
filed a motion at the Circuit Court for redemption
of costs and attorney' s fees against him, claiming
the filing of a motion at the Circuit Court in
Complaint for Declaratory and Injunctive Relief for
pay raises given by the Mayor to some selective
County officials and employees were frivolous and
without legal foundation. Pursuant to Section 5-2. 5
of the Charter, requests authorization to employ
special counsel prior to his court appearance on
May 2 to defend him as an official of the County
government. Since the Office of Corporation Counsel
is already representing the Mayor, believes his
request in obtaining special counsel is in order.

AcA,,C_ No. 783: REQUEST FOR SPECIAL COUNSEL
From Corporation Counsel Stephen G. Bess dated
May 1, 1978 , requesting, pursuant to Section 5-2. 5
of the Charter, approval to hire Ted Tsukiyama as
special counsel in conjunction with the redevelopment
of the Ponahawai block in Hilo. His fees are
$70.00 per hour for legal services rendered out of
court, $85. 00 per hour for court time services or
$500. 00 per day, whichever is the lesser amount.
Informs at this stage, it is anticipated that
Mr. Tsukiyama ' s services will cost no more than
$7, 560. 00 and that funds are available in Account
C-85101 to hire special counsel for this purpose.

„ C_ No. 785: DISPOSITION OF REAL PROPERTY
(Bill 392) From Deputy Corporation Counsel Earl T. Nakasato
dated May 3 , 1978 , transmitting for review and
consideration, an ordinance amending Chapter 2 ,
Article 9 , Hawaii County Code, as amended, relating
to procedures for the disposition of real property
owned by the County of Hawaii.
Approve and recommend passage
of Bill 392 on first reading.
e- No. 787: INCREASE IN TAXI FARES
(Bill 393 ) From Thomas Hirano, Chairman, County Transportation
Commission, dated May 5 , 1978, informing after a
public hearing held on April 6, the Commission
approved a petition for increase in taxi fares
and transmits an ordinance bill to effectuate the
higher fares. Further informs at the hearing there
were no objections but transmits copy of communica-
tion from Mr. F. H. Pell, which was referred by
Councilman Dahlberg at a later date, who expressed
his concern on the effect of higher rates on senior
citizens.
Approve and recommend passage of
Bill 393 on first reading.
