Your Committee on Finance to which was referred :
Comm. 915 : REQUEST FOR APPROPRIATION FOR COST OF VACATION
ALLOWANCES FOR TWO TERMINATED CETA EMPLOYEES
From Deputy Corporation Counsel Alan M. Okamoto
dated August 29, 1978, requesting that funds be
appropriated to cover the cost of accrued vacation
allowances for former CETA employees, Cris Miyao
and Shunichi Yamada, who were terminated recently
to comply with the results of a State hearing.
/6, Comm. 915 .1: From Councilwoman Merle K. Lai dated October 19,
197$ informing in order to expedite the disposition
of Communication 915, she has taken the initiative
to review the circumstances of the request for
appropriation for cost of vacation allowance for
two terminated CETA employees rather than the
formulation of an Ad Hoc Committee which is not
in compliance with the Rules of Procedures of the
County Council. Requests that her recommendations
be seriously considered as she has reviewed the
"particular circumstances" of dismissal and the
CETA policy on vacation pay on the basis of its
overall effect upon the entire CETA program;
recommends the Council accept the recommendation of Councilwoman Lai
that the request for appropriation of funds to cover the cost of accrued

vacation allowances for former CETA employees, Cris Miyao and Shunichi
Yamada, be denied and that the County CETA program comply with the
parameters established by the Federal CETA Rules and Regulations and
the State Office of Manpower Planning . This action would prevent the
setting of any precedent of future "particular circumstances" situations,
especially in light of the many uncertainties in the format of the CETA
program.
