Your Committee on Finance to which was referred :
As Comm. 431.4: FINANCIAL IMPACT STATEMENTS
(Revised From Councilwoman Merle K. Lai dated January 26,
Bill 366) 1979 submitting for consideration, an ordinance
proposal relating to the establishment of a
policy regarding requests for appropriations.
Informs this proposal will emphasize the need to
justify major expenditures and it will provide
for more accountability in government expendi-
tures. As the body granting approval on
appropriations, it is incumbent on the Council
• to assure the maximizing of returns on the
expenditures of the County's limited resources;
recommends Council receive and file the communication; and approve and
adopt Revised Bill 366 on first reading.
The bill proposes to amend Chapter 2 (Administrative Code) , Hawaii
County Code, as amended, by adding a new article relating- to- the
establishment of a policy regarding the requirement of financial impact
statements (FIS) .
